How Is Korea Responding to Climate Change and the Transition to Cleaner Energy?
Opening Question
International visitors to Korea frequently encounter news about climate change, carbon neutrality, and the transition to cleaner energy. They hear discussions about solar and wind power, electric vehicles, hydrogen technologies, and national efforts to reduce greenhouse gas emissions.
As a result, many ask, “How is Korea responding to climate change?” or “How far has Korea progressed in its transition to cleaner energy?”
Climate change is no longer an issue that any single country can address alone. As a member of the international community, Korea is working to protect the environment while pursuing sustainable economic development.
A Short Answer
Korea is responding to climate change by promoting carbon neutrality through the expansion of renewable energy, improvements in energy efficiency, investment in environmentally friendly industries, and policies aimed at reducing greenhouse gas emissions.
The country continues to invest in solar power, wind energy, hydrogen technologies, electric vehicles, and other clean-energy industries. Businesses are also placing increasing importance on sustainability and ESG (Environmental, Social, and Governance) management.
At the same time, the transition cannot be achieved overnight. Energy security, industrial competitiveness, and a stable electricity supply must all be carefully balanced alongside environmental goals.
Understanding the Background
Korea’s rapid industrialisation was built largely on fossil fuels, enabling remarkable economic growth over several decades. As climate change emerged as a global challenge, however, the country’s energy policies also began to evolve.
Today, Korea is investing in a wide range of technologies, including renewable energy, the hydrogen economy, electric mobility, energy efficiency, and smart-grid systems. At the same time, Korean companies are developing cleaner technologies to meet international environmental standards and reduce carbon emissions.
These efforts are not simply environmental policies. They also represent long-term strategies for strengthening Korea’s future industrial competitiveness in an increasingly sustainable global economy.
A Closer Look
International visitors sometimes ask, “Does this mean Korea will soon stop using fossil fuels altogether?”
In reality, the answer is more complicated.
Although renewable energy continues to expand, many experts believe that maintaining a reliable electricity supply requires a balanced mix of energy sources during the transition. Decisions about where to build wind farms or solar facilities also sometimes generate differing opinions among local communities, environmental organisations, businesses, and government authorities.
The transition to cleaner energy therefore involves much more than environmental protection alone. It also requires careful consideration of economic development, technological innovation, energy security, and the well-being of local communities.
What It Means for Understanding Korean Society
Understanding Korea’s response to climate change provides valuable insight into how the country is preparing for the future.
Rather than viewing economic growth and environmental protection as mutually exclusive, Korea seeks ways to achieve both at the same time.
What matters most, in my view, is not choosing one particular source of energy over another, but creating a society that is truly sustainable.
Climate change cannot be addressed by governments or businesses alone. A sustainable future will only become possible when individuals also make responsible choices in their daily lives and recognise their shared responsibility for future generations.
Dr. Ryu’s Insight
Environmental studies have been at the centre of my academic life for many years. In Korea, I taught courses in Environmental Impact Assessment, Environmental Science, Marine Environmental Planning, and the application of software in environmental studies. I also devoted much of my research to environmental policy and public participation in environmental decision-making.
Throughout my academic career, I gradually came to realise that environmental issues rarely have simple or absolute answers. Development can improve people’s quality of life and strengthen the economy, yet it may also place pressure on natural ecosystems. Likewise, environmental protection is essential, but if local communities and economic realities are overlooked, new social conflicts may arise.
For this reason, I have come to believe that the true foundation of environmental policy is not choosing one side over another, but achieving balance and social consensus. Sound scientific evidence is essential, but it is equally important to listen carefully to the voices of different stakeholders, build mutual trust, and seek solutions through dialogue. This was perhaps the most valuable lesson I learned through many years of research in Environmental Impact Assessment.
I view climate change and the transition to cleaner energy from the same perspective. Technologies will continue to advance, and new energy sources will continue to emerge. However, a sustainable future cannot be created by technology alone. It also depends on cooperation, mutual understanding, and a shared sense of responsibility toward future generations.

Dr. Ryu’s Insight
