Public Participation is the process through which people make better decisions together.
주민 참여는 사람들이 함께 더 나은 결정을 만들어 가는 과정이다.
연구의 배경
사람들의 참여가 의사 결정의 질을 결정한다.
환경영향평가 제도를 연구하면서 나는 중요한 사실 하나를 깨닫게 되었다.
좋은 제도가 있다고 해서 반드시 좋은 의사결정이 이루어지는 것은 아니라는 점이다. 제도의 성패는 결국 그 과정에 사람들이 얼마나 적극적으로 참여하고, 서로의 의견을 나누며, 신뢰를 형성하는가에 달려 있었다.
주민참여는 단순히 의견을 듣기 위한 절차가 아니다. 서로 다른 이해관계를 가진 사람들이 정보를 공유하고 대안을 함께 검토하며, 더 나은 결정을 만들어 가는 사회적 과정이다.
이러한 생각은 자연스럽게 나의 연구를 환경영향평가 제도에서 주민참여로 확장시켰다. 이후에는 사회적 합의형성(Consensus Building), 주민수용성(Social Acceptance), 그리고 최근의 해상풍력 주민수용성 연구로 이어지며 지난 30여 년 동안 나의 연구를 관통하는 핵심 주제가 되었다.
Introduction
People Make Better Decisions Together
While studying the Environmental Impact Assessment (EIA) System, I came to realize one important fact.
Having a well-designed system does not necessarily guarantee good decision-making. The success of any system ultimately depends on how actively people participate, exchange ideas, and build mutual trust throughout the process.
Public Participation is not simply a procedural requirement for collecting opinions. It is a social process in which people with different interests share information, examine alternatives together, and work toward better decisions.
This understanding naturally broadened my research from the Environmental Impact Assessment System to Public Participation. Over the past three decades, this research has continued to evolve into Consensus Building, Social Acceptance, and, more recently, Social Acceptance in Offshore Wind Power Development, becoming one of the central themes of my academic journey.

※ 이 논문의 원문은 현재 보관하고 있지 않아 다운로드 파일을 제공하지 못한다. 그러나 본 연구는 하나의 독립된 논문이라기보다 동일한 연구가 점진적으로 발전해 나간 과정의 중요한 단계에 해당한다. 먼저, 연구의 주요 내용을 정리하여 2002년 일본환경영향평가학회 제1회 연구발표회에서 구두발표용 논문(Proceedings)으로 발표하였다.
이후 연구 내용을 보완하고 심화하여 『환경과 공해(Environment and Pollution)』(Vol.32, No.2)에 심사논문으로 게재하였다. 이 논문에서는 오키나와 아와세 간척사업(동부해빈개발계획)을 사례로 환경영향평가 제도에서 환경 NGO가 수행하는 역할과 그 방향성을 보다 구체적으로 분석하였다.

However, this publication represents an important stage in the development of a research project that gradually evolved through several publications rather than a completely independent study.
The research was first presented as a conference proceeding at the First Annual Conference of the Japan Society for Impact Assessment (JSIA) in 2002.
The study was then substantially revised and expanded before being published as a peer-reviewed journal article in Environment and Pollution (Vol. 32, No. 2). Using the Awase Tidal Reclamation Project in Okinawa as a case study, the paper examined the roles of Environmental NGOs within Japan’s Environmental Impact Assessment (EIA) system and discussed the direction in which those roles should develop.
Later, while working as a Postdoctoral Researcher at the University of Manchester, I further refined the study through discussions with researchers in the United Kingdom and expanded its international perspective. The revised manuscript was subsequently submitted to Impact Assessment and Project Appraisal (IAIA), where it underwent peer review and was ultimately published in 2004 as “The Role of Environmental NGOs in the EIA Process in Japan.”
Although the original Japanese journal article is no longer available, readers who are interested in this research can gain a comprehensive understanding of the study by referring to the 2004 IAIA paper, which represents the final and most fully developed version of the research.

※ 이 논문는 2002년 일본환경영향평가학회(Japan Society for Impact Assessment)가 창립된 후 처음으로 개최한 연구발표회에서 구두 발표를 위해 작성한 Proceedings이다.
당시 나는 박사학위를 막 취득한 시점이었으며, 새롭게 출범한 학회의 첫 연구발표회에서 첫 번째 발표자로 발표할 기회를 갖게 되었다. 독립적인 연구자로 첫걸음을 내딛는 시기였기에, 그날의 긴장과 설렘은 지금도 잊지 못하는 소중한 기억으로 남아 있다.
발표에서는 박사학위 연구의 주요 내용을 바탕으로 일본 환경영향평가 제도에서 환경 NGO가 수행하는 역할과, 그 역할이 효과적으로 발휘되기 위해 필요한 조건을 중심으로 소개하였다.
이 발표는 이후 심사논문와 국제학술지 논문으로 발전하게 되는 연구의 출발점이 되었으며, 나에게도 연구자로서 새로운 여정을 시작하는 뜻깊은 계기가 되었다.
※ This paper was prepared as the proceedings for an oral presentation at the first annual conference of the Japan Society for Impact Assessment (JSIA), held in 2002 shortly after the Society was established.
At the time, I had just completed my doctoral degree and was honoured to deliver the very first presentation at the Society’s inaugural conference. As I was taking my first steps as an independent researcher, the excitement and nervousness I experienced that day remain one of my most memorable academic experiences.
The presentation introduced the principal findings of my doctoral research, focusing on the roles of Environmental NGOs within Japan’s Environmental Impact Assessment (EIA) system and the conditions necessary for those roles to be effectively fulfilled.
This presentation became the starting point for subsequent peer-reviewed publications and, ultimately, for the international journal article that followed. More importantly, it marked the beginning of my own journey as an independent researcher.
연구의 의의
이 시기의 연구는 주민참여를 단순한 행정 절차가 아니라, 사회가 더 나은 의사결정을 만들어 가는 과정으로 바라보았다는 점에 의미가 있다. 환경영향평가 제도 속에서 시작된 주민참여 연구는 이후 사회적 합의형성, 주민수용성, 그리고 신재생에너지 개발사업의 주민수용성 연구로 자연스럽게 이어졌다. 돌이켜 보면, 오늘날 내가 연구하고 있는 대부분의 주제들은 모두 이 시기의 주민참여 연구에서 시작되었다.
Research Significance
These studies viewed public participation not merely as an administrative procedure but as a fundamental process through which society makes better decisions. The research that began within the Environmental Impact Assessment system naturally expanded into Consensus Building, Social Acceptance, and, more recently, the Social Acceptance of Offshore Wind Power Development. Looking back, many of the research themes that I continue to pursue today can be traced back to these early studies on public participation.
Reflection
처음에는 주민참여를 환경영향평가 제도의 한 절차라고 생각했다. 그러나 연구를 계속할수록 주민참여는 단순한 절차가 아니라 사람들이 서로를 이해하고, 신뢰를 쌓으며, 더 나은 결정을 만들어 가는 과정이라는 사실을 깨닫게 되었다. 결국 환경문제를 해결하는 것은 제도가 아니라 사람이며, 좋은 정책은 사람들의 공감과 참여 속에서 완성된다는 것을 연구를 통해 배울 수 있었다. 이러한 생각은 이후 사회적 합의형성(Consensus Building), 주민수용성(Social Acceptance), 그리고 오늘날 해상풍력 주민수용성 연구까지 자연스럽게 이어지고 있다.
지난 30여 년 동안 나의 연구는 조금씩 주제를 넓혀 왔지만, 그 중심에는 언제나 같은 질문이 있었다.
“사람들은 어떻게 함께 더 나은 결정을 만들어 갈 수 있을까?”
At first, I regarded public participation simply as one procedural component of the Environmental Impact Assessment system. However, as my research progressed, I came to realize that public participation is much more than a formal procedure. It is the process through which people understand one another, build trust, and work together to make better decisions.
Ultimately, environmental problems are not solved by institutions alone but by people. Good policies become meaningful only when they are supported by public understanding and participation.
This realization naturally led my research toward Consensus Building, Social Acceptance, and, more recently, the Social Acceptance of Offshore Wind Power Development.
Although my research topics have continued to evolve over the past three decades, they have all been guided by the same fundamental question:
“How can people make better decisions together?”
