지속가능한 발전은 오늘의 필요를 충족하면서도 미래 세대의 삶과 환경을 함께 지켜 나가는 과정이다.
연구의 확장
박사학위를 취득한 이후 나의 연구는 환경영향평가 제도와 주민참여, 사회적 합의 형성에서 점차 개발과 환경보전의 균형, 그리고 지역사회의 장기적인 지속가능성으로 확장되었다. 환경문제를 해결하기 위해서는 개발사업이 환경에 미치는 영향을 사전에 평가하는 것만으로는 충분하지 않았다. 개발이 실제로 얼마나 친환경적으로 추진되고 있는지 지속적으로 점검해야 했으며, 예기치 않은 재난이 발생했을 때에는 지역과 주민의 삶을 어떻게 회복하고 다시 지속가능한 방향으로 재건할 것인지도 함께 고민해야 했다. 이러한 문제의식은 새만금사업의 친환경개발지표 연구와 원전사고 이후의 지역재생계획 연구로 이어졌다.
새만금 연구에서는 ‘친환경 개발’이라는 추상적인 개념을 구체적인 평가기준으로 전환하고자 하였다. 이후 원전사고 대응 재생계획 연구에서는 환경적 안전뿐 아니라 주민의 건강, 생활, 공동체, 지역경제와 사회적 신뢰를 함께 회복하는 사람 중심의 재생정책을 살펴보았다.
두 연구는 대상과 시기는 달랐지만, 모두 다음의 질문을 중심으로 연결되어 있다.
개발과 위기 이후에도 사람과 환경이 함께 지속가능한 미래를 이어 가기 위해서는 무엇이 필요한가?
Expansion of My Research
After completing my doctoral degree, my research gradually expanded from the Environmental Impact Assessment System, Public Participation, and Consensus Building toward the broader questions of balancing development with environmental protection and securing the long-term sustainability of local communities.
Assessing the environmental impacts of development projects in advance was not sufficient by itself. It was also necessary to monitor whether development was actually being implemented in an environmentally responsible manner. In addition, when unexpected disasters occurred, it became important to consider how affected regions and communities could recover and rebuild in a sustainable way.
These concerns led to my research on eco-friendly development indicators for the Saemangeum Project and, later, on post-nuclear accident reconstruction planning.
The Saemangeum study sought to transform the abstract concept of “eco-friendly development” into a practical evaluation framework. The nuclear accident reconstruction study broadened this perspective by examining not only environmental safety, but also public health, community recovery, local economies, and the rebuilding of social trust.
Although the two studies addressed different subjects and periods, they were connected by one central question:
What is required for people and the environment to build a sustainable future together, even after development and crisis?
연구 참여와 개인적 의미
새만금사업의 친환경개발지표 연구는 내가 영국 맨체스터대학교에서 박사후연구를 마치고 한국으로 돌아온 뒤 본격적으로 참여한 첫 연구 가운데 하나였다. 박사학위를 취득한 후 해외에서 연구 경험을 쌓았지만, 귀국 후 국내에서 새로운 연구자로 다시 출발해야 한다는 부담과 기대가 함께 있었다.
이 연구를 수행하는 과정에서는 이상훈 교수님을 비롯하여 정대연 교수님, 양재삼 교수님, 이상돈 교수님, 구자건 교수님의 도움과 협력이 컸다. 나 또한 마치 박사학위 논문을 다시 한 편 작성한다는 마음으로 연구에 임했다. 국내외 간척사업 사례를 조사하고, 친환경개발지표의 체계를 설계하며, 델파이 기법을 활용해 전문가들의 의견을 반복적으로 수렴하는 과정에 많은 시간과 노력을 기울였다.
이 연구를 통해 나는 환경정책 연구가 단순히 문제를 비판하거나 한계를 지적하는 데 그쳐서는 안 된다는 점을 다시 배웠다. 실제 정책과 개발사업에서 활용할 수 있는 구체적인 기준과 평가도구를 제시하는 것 역시 연구자의 중요한 역할이었다.
그로부터 10여 년 뒤 참여한 원전사고 대응 재생계획 연구에서는 나의 연구 시야가 한층 더 넓어졌다. 개발사업의 친환경성을 평가하는 문제를 넘어, 대규모 재난 이후 지역주민의 삶과 공동체, 지역경제와 사회적 신뢰를 어떻게 회복하고 재건할 것인가를 고민하게 되었다.
이 두 연구는 나의 연구가 친환경 개발(Eco-friendly Development)에서 지속가능한 지역재생(Sustainable Regional Recovery)으로 확장되어 가는 과정을 보여주는 중요한 연구 경험이었다.
Research Participation and Personal Significance
The research on eco-friendly development indicators for the Saemangeum Project was one of the first major studies in which I participated after completing my postdoctoral research at the University of Manchester and returning to Korea. Although I had gained research experience abroad after earning my doctoral degree, I also felt both the pressure and the expectation of beginning again as a researcher in Korea.
The support and collaboration of Professors Sang-Hoon Lee, Dae-Yeon Jeong, Jae-Sam Yang, Sang-Don Lee, and Ja-Kon Koo were invaluable throughout the project. At the same time, I approached the study with the determination of writing another doctoral dissertation. I devoted considerable time and effort to examining reclamation projects in Korea and abroad, designing the framework of eco-friendly development indicators, and repeatedly gathering expert opinions through the Delphi method.
Through this research, I learned again that environmental policy studies should not end with criticising problems or identifying limitations. An equally important responsibility of a researcher is to provide concrete standards and practical tools that can be applied in actual policies and development projects.
More than a decade later, my participation in the study on post-nuclear accident reconstruction planning broadened my research perspective further. My attention expanded beyond assessing the environmental performance of development projects to considering how the lives of local residents, communities, regional economies, and social trust could be restored and rebuilt after a large-scale disaster.
Together, these two studies represent important stages in the expansion of my research from Eco-friendly Development to Sustainable Regional Recovery.

국문 요약
새만금 간척사업은 우리나라 최대 규모의 국책사업 가운데 하나였으며, 개발과 환경보전 사이의 갈등이 가장 치열하게 제기된 사업이었다. 정부는 사업을 ‘친환경 개발’로 추진하겠다고 발표하였지만, 당시에는 무엇을 친환경 개발이라고 할 수 있는지에 대한 명확한 기준이나 평가체계가 존재하지 않았다.
본 연구는 이러한 문제의식에서 출발하여 새만금사업의 친환경성을 객관적으로 점검하고 평가할 수 있는 친환경개발지표(Eco-friendly Environmental Indicators)를 개발하는 것을 목적으로 수행되었다.
연구에서는 네덜란드, 일본 및 국내의 주요 간척사업 사례를 비교·분석하고, 전문가 회의와 세 차례의 델파이 조사(Delphi Survey)를 통해 평가지표를 도출하였다.
개발된 지표는 다음의 다섯 가지 친환경성 요소를 중심으로 구성되었다.
- 자원소비(Resource Consumption)
- 에너지소비(Energy Consumption)
- 오염 발생(Pollution Emission)
- 생물 다양성(Biodiversity)
- 사회적 쾌적성(Social Amenity)
연구에서는 총 69개의 단위지표(Unit Indicators)를 개발하였다. 단위지표는 자원소비 7개, 에너지소비 3개, 오염발생 20개, 생물다양성 16개, 사회적 쾌적성 23개로 구성되었다. 이 가운데 실질적인 활용성과 중요도가 높은 26개의 핵심지표(Core Indicators)를 별도로 선정하였다. 핵심지표는 자원소비 3개, 에너지소비 1개, 오염발생 8개, 생물다양성 6개, 사회적 쾌적성 8개로 구성되었다.
또한 정량적 자료가 충분히 축적되지 않은 경우 간척사업 전체의 친환경성을 신속하게 평가할 수 있도록 다음의 5개 분야 거시지표(Macro Indicators)를 제안하였다.

개발된 지표는 사업의 시간적 단계인 사전평가·과정평가·사후평가와 공간적 범위인 직접영향권·간접영향권에 따라 구분하여 적용할 수 있도록 설계하였다. 직접 영향권은 호소와 농업·산업·정주·관광·환경용지로, 간접 영향권은 해양과 지역사회로 구분하였다.
이 연구는 친환경 개발이라는 추상적인 개념을 실제 정책과 사업에서 활용 가능한 구체적인 평가체계로 전환한 연구라는 점에서 의미가 있다.
또한 환경영향평가가 개발사업의 영향을 사전에 예측하는 데 그치지 않고, 사업의 전 과정에서 지속가능성을 점검하고 관리하는 도구로 활용될 필요가 있음을 제시하였다.
English Summary
The Saemangeum Reclamation Project was one of the largest national development projects in Korea and became one of the country’s most controversial environmental issues because of the conflict between economic development and environmental conservation.
Although the government promoted the project as an “eco-friendly development,” no clear definition or objective framework existed for evaluating what eco-friendly development actually meant.
This study was therefore undertaken to develop a comprehensive set of Eco-friendly Environmental Indicators that could objectively monitor and evaluate the environmental performance of the Saemangeum Project.
The research analysed comparable reclamation projects in Korea and abroad, conducted expert meetings, and carried out three rounds of Delphi surveys to establish the evaluation framework.
The indicators were developed around five principal dimensions of eco-friendliness:
- Resource Consumption
- Energy Consumption
- Pollution Emission
- Biodiversity
- Social Amenity
The study developed a total of 69 Unit Indicators, consisting of seven resource-consumption indicators, three energy-consumption indicators, twenty pollution-emission indicators, sixteen biodiversity indicators, and twenty-three social-amenity indicators.
Among these, 26 Core Indicators were selected for their importance and practical applicability. They consisted of three resource indicators, one energy indicator, eight pollution indicators, six biodiversity indicators, and eight social-amenity indicators.
The study also proposed five categories of Macro Indicators for situations in which sufficient quantitative data were not available:
- Environmental performance of hydraulic structures
- Consideration of resources and energy
- Water-quality management
- Ecological considerations
- Resident friendliness
The indicators were systematically organised according to project stages—pre-evaluation, process evaluation, and post-evaluation—and spatial impact areas, including direct and indirect influence zones. The direct influence zone included the lake and agricultural, industrial, residential, tourism, and environmental land-use areas, while the indirect zone included the sea and surrounding communities.
The study is significant because it transformed the abstract concept of eco-friendly development into a practical evaluation framework applicable to policy and large-scale development projects.
It also suggested that Environmental Impact Assessment should not be limited to predicting impacts before project implementation, but should function as a continuing management tool for monitoring sustainability throughout the full life cycle of development.
연구의 의의
이 연구는 친환경 개발이라는 개념을 자원, 에너지, 오염, 생물다양성, 사회적 환경이라는 다섯 가지 관점에서 구체화하였다. 특히 환경성과를 자연환경에만 한정하지 않고, 주민만족도, 문화·여가시설, 수변공간 접근성, 경관과 안전 등 사회적 쾌적성까지 포함하여 평가했다는 점에서 통합적인 지속가능성 평가를 시도하였다. 또한 단위지표, 핵심지표, 거시지표를 구분하여 시간과 예산, 자료의 수준에 따라 선택적으로 활용할 수 있는 실용적인 체계를 제시하였다.
이 연구는 이후 지속가능한 발전과 환경정책 평가, 대규모 개발사업의 친환경 관리에 관한 연구로 나아가는 중요한 기초가 되었다.
Research Significance
This study defined eco-friendly development through five interconnected dimensions: resources, energy, pollution, biodiversity, and the social environment. A particularly important feature was that environmental performance was not limited to natural and ecological conditions. The framework also included social amenity indicators such as resident satisfaction, access to waterfront areas, cultural and recreational facilities, landscape quality, and safety. By distinguishing among Unit, Core, and Macro Indicators, the study provided a flexible and practical system that could be applied according to available time, budget, and data.
The research therefore provided an important foundation for subsequent studies on Sustainable Development, environmental policy evaluation, and the environmentally responsible management of large-scale development projects.

국문 요약
2011년 후쿠시마 원전사고는 원전 안전관리뿐 아니라, 사고 이후 지역사회가 어떻게 회복하고 재생되어야 하는가라는 새로운 정책 과제를 제시하였다. 기존의 원전 관련 연구가 사고 예방과 긴급대응에 주로 집중되어 있었다면, 본 연구는 사고 이후 장기간 지속되는 환경적·사회적·경제적 영향을 고려한 중장기 재생계획(Reconstruction Planning) 수립에 초점을 맞추었다.
본 연구는 한국환경정책·평가연구원이 2016년부터 2018년까지 수행한 3개년 연구사업의 마지막 단계에 해당한다. 1차 연도에는 환경의 관점, 2차 연도에는 주민과 피난민의 관점, 3차 연도에는 행정기관의 관점에서 원전사고 이후의 중장기 재생방안을 분석하였다.
연구에서는 일본의 원전사고 관련 법제도와 후쿠시마현 나미에정의 제1차 및 제2차 부흥계획을 비교·분석하였다.
분석 결과, 사고 후 약 1년 6개월 만에 수립된 제1차 부흥계획은 피난생활과 생활기반시설 정비에 중점을 두었던 반면, 사고 6년 후 수립된 제2차 부흥계획은 귀환 주민과 이주민의 생활지원, 건강관리, 공동체 회복, 사업과 일자리 재생 등 보다 구체적이고 사람 중심적인 정책으로 변화하였다.
연구에서는 원전사고 이후 재생계획을 수립하기 위한 다음의 네 가지 기본원칙을 제시하였다.
- 원전사고는 발생할 수 있다는 전제에서 준비할 것
- 사고 발생 이전의 평상시부터 재생계획을 마련할 것
- 사고의 단계와 상황에 따라 대응방안을 달리할 것
- 중앙정부, 지방정부, 주민, 기업, NGO를 포함한 협력적 거버넌스를 구축할 것
이를 바탕으로 원전사고 대응과 재생의 과정을 다음 네 단계로 구분하였다.
- 평상시
- 사고발생기
- 임시피난기
- 재생기
각 단계에서는 주민보호와 대피, 임시피난생활 지원, 건강관리, 환경오염 모니터링, 주거와 고용의 회복, 지역공동체와 경제의 재생 등 서로 다른 정책과 행정기관의 역할이 필요하다고 제안하였다.
또한 프랑스의 원전사고 후 관리정책 가이드라인과 일본 후쿠시마 사례를 검토하여, 우리나라의 국가와 지방자치단체가 평상시부터 준비할 수 있는 원전사고 재생계획 수립 지침을 제안하였다.
English Summary
The Fukushima Daiichi Nuclear Accident in 2011 introduced a new policy challenge extending beyond nuclear safety: how affected communities should recover and rebuild after a major nuclear disaster.
While conventional nuclear research had focused mainly on accident prevention and emergency response, this study examined mid- and long-term reconstruction planning, taking into account the environmental, social, and economic impacts that continue long after an accident.
The study was the final stage of a three-year research project conducted by the Korea Environment Institute from 2016 to 2018. The first-year research examined the environmental impacts of the Fukushima accident, the second-year research focused on residents and evacuees, and the third-year study analysed long-term reconstruction from the perspective of administrative authorities.
The research reviewed Japan’s legal and institutional framework for post-disaster reconstruction and compared the First and Second Reconstruction Plans of Namie Town in Fukushima Prefecture.
The analysis showed that the First Reconstruction Plan, prepared approximately eighteen months after the accident, focused largely on evacuation conditions and the restoration of basic infrastructure. By contrast, the Second Reconstruction Plan, prepared six years after the accident, placed greater emphasis on supporting returning residents and migrants, health management, community recovery, economic revitalisation, employment, and long-term rebuilding.
The study proposed four fundamental principles for post-nuclear accident reconstruction planning:
- Severe nuclear accidents must be regarded as possible.
- Reconstruction planning should begin during normal conditions, before an accident occurs.
- Measures should differ according to the stage and circumstances of the accident.
- Reconstruction governance should include national and local governments, residents, businesses, and NGOs.
Based on these principles, the research divided the reconstruction process into four stages:
- Normal Preparedness
- Accident Response
- Temporary Evacuation
- Long-term Reconstruction
Different policies and administrative responsibilities were proposed for each stage, including resident protection and evacuation, support for temporary living conditions, health management, environmental monitoring, restoration of housing and employment, and the recovery of local communities and economies.
Drawing on the French post-accident management guidelines and the Fukushima experience, the study also proposed practical guidelines that Korean national and local governments could prepare in advance for post-nuclear accident reconstruction.
연구의 의의
이 연구는 원전사고 대응을 긴급대피와 방사선 방호에 한정하지 않고, 지역의 장기적 회복과 지속가능한 재생이라는 관점에서 접근하였다. 특히 복구의 중심을 물리적 기반시설에서 주민의 삶으로 옮겨, 건강관리와 주거, 일자리, 지역공동체, 경제활동, 사회적 신뢰를 함께 고려하는 통합적인 재생계획의 필요성을 제시하였다. 또한 원전사고 이후에 대책을 마련하는 것이 아니라, 사고 이전의 평상시부터 중장기 재생계획을 준비해야 한다는 점을 강조하였다. 중앙정부나 행정기관만이 아니라 지방정부와 주민, 기업, 시민사회가 함께 참여하는 거버넌스의 필요성을 제시했다는 점에서도 중요한 의미가 있다.
이 연구는 지속가능한 발전이 안정된 상황에서의 친환경 개발만을 뜻하는 것이 아니라, 대규모 재난 이후에도 주민과 지역사회가 다시 삶을 이어 갈 수 있도록 회복력 있는 사회를 만드는 것까지 포함해야 한다는 점을 보여주었다.
Research Significance
This study approached nuclear accident management not only as a matter of emergency evacuation and radiation protection, but also as a challenge of long-term community recovery and sustainable reconstruction.
It shifted the centre of recovery from physical infrastructure toward people’s lives by integrating public health, housing, employment, community restoration, economic activity, and social trust into a comprehensive reconstruction framework.
The research also emphasised that mid- and long-term reconstruction plans should not be created only after an accident. They should be prepared in advance during normal conditions.
Another important contribution was its emphasis on collaborative governance involving national and local governments, residents, businesses, experts, and civil society.
The study demonstrated that Sustainable Development should not be understood only as environmentally responsible development under stable conditions. It must also include the creation of resilient communities capable of rebuilding people’s lives and regional futures after a major disaster.
두 연구가 보여주는 지속 가능한 발전
새만금 연구와 원전사고 재생계획 연구는 서로 다른 시기에 수행되었고 연구 대상도 크게 다르다.
새만금 연구는 대규모 개발사업이 친환경적으로 추진되고 있는지를 어떻게 측정하고 평가할 것인가를 다루었다. 원전사고 재생계획 연구는 대규모 재난이 발생한 이후 지역과 주민의 삶을 어떻게 회복하고 다시 지속가능하게 만들 것인가를 다루었다.
그러나 두 연구에는 공통된 관점이 있다.
첫째, 환경문제는 자연환경만의 문제가 아니라 사람의 삶과 지역사회의 미래에 관한 문제라는 점이다.
둘째, 지속가능성은 선언이나 목표만으로 확보되지 않으며, 실제로 적용할 수 있는 평가기준과 계획, 거버넌스가 필요하다는 점이다.
셋째, 환경과 지역사회를 보호하기 위해서는 사후대응보다 사전준비가 중요하다는 점이다.
새만금 연구에서는 사업의 계획·시공·운영 전 과정을 평가할 수 있는 지표체계를 제시하였고, 원전사고 연구에서는 평상시부터 사고 이후의 재생을 준비해야 한다는 단계별 계획을 제안하였다.
결국 두 연구는 지속가능한 발전이 단순히 개발과 환경보전의 균형을 의미하는 것이 아니라, 계획하고, 평가하고, 참여하며, 위기 이후에도 다시 회복할 수 있는 사회를 만드는 과정임을 보여주었다.
What the Two Studies Reveal About Sustainable Development
The Saemangeum indicator study and the nuclear accident reconstruction study were conducted at different times and examined very different subjects.
The Saemangeum study addressed how the environmental performance of a large-scale development project could be measured and evaluated. The nuclear accident study examined how local communities and residents could recover and rebuild sustainably after a major disaster.
Nevertheless, the two studies shared several important perspectives.
First, environmental issues are not limited to nature and ecosystems; they are also questions about people’s lives and the future of local communities.
Second, sustainability cannot be achieved through declarations and general objectives alone. It requires practical indicators, plans, and governance systems that can be applied in real situations.
Third, preparation before a problem or disaster occurs is more important than relying only on responses afterward.
The Saemangeum study proposed an indicator system covering the planning, construction, and operational stages of development. The nuclear accident study proposed stage-specific reconstruction planning beginning during normal conditions and continuing through emergency response, evacuation, and long-term recovery.
Together, the two studies show that Sustainable Development is more than balancing development with environmental protection. It is the process of creating a society capable of planning, evaluating, participating, and recovering even after crisis.
Reflection
지금 돌아보면 이 두 연구는 내 연구가 지속가능한 발전이라는 보다 넓은 주제로 확장되어 가는 과정을 보여준다. 새만금 연구는 영국 맨체스터대학교에서 박사후연구를 마치고 한국으로 돌아온 뒤 본격적으로 참여한 첫 연구 가운데 하나였다.
새로운 환경에서 연구자로 다시 출발한다는 마음으로, 마치 박사학위 논문을 한 편 더 작성한다는 각오로 연구에 참여하였다. 친환경 개발이라는 막연한 개념을 실제로 평가할 수 있는 지표로 만드는 과정은 결코 쉽지 않았지만, 그만큼 많은 것을 배울 수 있었다.
이 연구를 통해 좋은 환경정책은 단지 바람직한 방향을 선언하는 데 그쳐서는 안 되며, 실제 사업의 진행과정에서 적용하고 점검할 수 있는 구체적인 기준을 제시해야 한다는 점을 깊이 이해하게 되었다.
그로부터 오랜 시간이 지난 뒤 참여한 원전사고 재생계획 연구에서는 지속 가능성에 대한 생각이 다시 확장되었다.
지속가능한 발전은 개발사업을 친환경적으로 추진하는 것만을 의미하지 않았다. 예상하지 못한 재난으로 지역과 주민의 삶이 무너졌을 때, 사람들이 다시 돌아오고 살아갈 수 있도록 건강과 주거, 일자리, 공동체와 신뢰를 회복하는 것도 지속가능성의 중요한 부분이었다.
이 두 연구를 통해 나는 지속가능한 발전이란 환경을 보호하는 기술이나 제도만이 아니라, 사람과 지역사회가 미래를 계획하고 위기 이후에도 다시 일어설 수 있도록 돕는 과정이라는 사실을 배울 수 있었다.
Looking back, these two studies illustrate how my research gradually expanded toward the broader theme of Sustainable Development.
The Saemangeum study was one of the first major research projects in which I participated after returning to Korea following my postdoctoral research at the University of Manchester.
I approached the project as if I were writing another doctoral dissertation and beginning again as a researcher in a new academic environment. Transforming the broad and abstract concept of eco-friendly development into a practical set of evaluation indicators was not an easy task, but the process taught me a great deal.
Through this study, I came to understand more deeply that good environmental policy should not stop at declaring desirable goals. It must also provide concrete standards that can be applied and monitored throughout the implementation of actual projects.
Many years later, my participation in the post-nuclear accident reconstruction study broadened my understanding of sustainability once again.
Sustainable Development did not mean only implementing development projects in an environmentally responsible way. It also meant helping people and communities recover their health, homes, livelihoods, social relationships, and trust when their lives had been disrupted by an unexpected disaster.
Through these two studies, I learned that Sustainable Development is not merely a matter of environmental technology or institutional design. It is a process that enables people and communities to plan for the future and to rebuild their lives even after crisis.
