Rural areas have been particularly affected, as younger generations move to large cities in search of education and employment, leaving behind communities with fewer schools, hospitals, and local businesses.

Today, population decline is regarded as one of Japan’s most pressing national challenges.


A Closer Look

The effects of population decline can now be seen throughout Japanese society. Perhaps the most visible consequence is the shortage of workers. Restaurants, convenience stores, construction sites, farms, hospitals, and elder-care facilities all face increasing difficulty in finding enough employees.

To address this challenge, Japan has actively introduced automation technologies. Self-checkout systems, robot servers in restaurants, and AI-assisted services have become increasingly common.

At the same time, foreign workers and international students are playing a growing role in the Japanese economy. Although Japan has traditionally been cautious about immigration, it has gradually expanded programs that allow foreign workers to fill labor shortages in specific industries.

Local governments are also experimenting with new approaches to revitalize rural communities by renovating vacant houses, encouraging people to relocate to the countryside, and promoting regional tourism.

Rather than viewing population decline only as a crisis, Japan is gradually reshaping its society to adapt to a new demographic reality.


Why Does This Matter Today?

Population decline is likely to become one of the defining forces shaping Japan’s future. It influences where people live, how businesses operate, how schools and hospitals function, and even how new technologies are developed. It also affects discussions about immigration, regional development, and social welfare.

Dr. Ryu’s Insight

When I studied in Japan as an international student, population decline had not yet become the dominant social issue that it is today. Even then, however, I often heard that many young people were leaving rural communities for the major cities while the population was gradually aging.

At that time, I rarely saw foreign employees working in convenience stores. Recently, however, during trips to Tokyo and Fukuoka, I visited several convenience stores and hardly encountered any Japanese clerks. The employees greeting customers and stocking shelves were, in most cases, foreign workers.

Of course, my experience in a number of convenience stores cannot represent all of Japan. Nevertheless, compared with my student days, it clearly showed me how much Japanese society has changed. At the same time, self-checkout systems and other forms of automation had become commonplace, reflecting Japan’s efforts to cope with labor shortages.

As I observed these changes, I found myself wondering whether this might also be Korea’s future in ten or twenty years. Korea, too, is experiencing a rapidly declining birth rate and an aging population, and it seems likely that people of many different nationalities will become an increasingly familiar part of everyday working life.

Looking at Japan, I realized once again that population decline is not simply about having fewer people. It changes the way society works, the way people live, and even the people who make up society itself. In that sense, today’s Japan is experiencing a future that many other countries, including Korea, are likely to face in the years ahead.

일본은 세계에서 가장 먼저 초고령사회에 진입한 나라 가운데 하나이다. 출생아 수는 해마다 감소하고 있으며, 많은 지방 도시에서는 학교가 문을 닫고 빈집이 늘어나고 있다. 한편으로는 일할 사람이 부족해지고, 로봇과 인공지능이 사람의 역할을 대신하는 모습도 점점 흔해지고 있다.

왜 일본은 이러한 인구 감소를 겪게 되었으며, 이 변화는 일본 사회를 앞으로 어떻게 바꾸어 갈 것인가?


핵심부터 말하자면

인구 감소는 단순히 사람이 줄어드는 현상이 아니다. 노동력 부족, 소비시장 축소, 지방 소멸, 고령화, 복지 재정의 부담 등 사회 전반에 영향을 미치는 구조적인 변화이다.

오늘날 일본을 이해하는 데 어떤 의미가 있는가?

인구 감소는 앞으로 일본 사회를 가장 크게 변화시킬 요인 가운데 하나이다. 도시와 지방의 모습, 학교와 기업, 소비시장, 의료와 복지 제도는 물론이고 기술 개발과 외국인 정책까지 인구 구조의 영향을 받고 있다.

이러한 변화는 일본만의 문제가 아니다. 한국을 비롯한 여러 나라들도 비슷한 문제를 경험하고 있으며, 일본은 가장 먼저 이 문제를 겪고 있는 ‘미래의 실험실’과 같은 역할을 하고 있다.

따라서 일본을 이해한다는 것은 현재의 일본만이 아니라, 앞으로 많은 나라들이 맞이하게 될 미래 사회를 함께 이해하는 일이기도 하다.


Dr. Ryu’s Insight

내가 일본에서 유학생으로 생활하던 시절에는 지금처럼 인구 감소가 사회 전반의 가장 큰 화두는 아니었다. 그러나 당시에도 고령화가 조금씩 진행되고 있었고, 지방의 젊은 사람들이 대도시로 떠난다는 이야기를 자주 들을 수 있었다.

그 당시에는 편의점에서 외국인 점원이 일하는 모습을 거의 보지 못했던 것으로 기억한다. 그러나 최근 도쿄와 후쿠오카를 여행하면서 여러 편의점을 들렀을 때는 내가 방문한 곳에서 일본인 점원을 거의 만나지 못하였다. 계산대에서 손님을 맞고 상품을 정리하는 직원들은 대부분 외국인 노동자들이었다.

물론 내가 방문한 일부 편의점의 경험만으로 일본 전체를 일반화할 수는 없다. 그러나 유학생 시절과 비교하면 일본 사회가 얼마나 많이 변화했는가를 직접 느낄 수 있었던 장면이었다. 한편으로는 셀프 계산대와 자동화 시스템도 더욱 보편화되어 인력 부족에 대응하는 모습이 자연스러운 일상이 되어 있었다.

그 모습을 보면서 문득 이것이 10년, 20년 후 한국의 모습일 수도 있겠다는 생각이 들었다. 한국 역시 저출산과 고령화가 빠르게 진행되고 있으며, 앞으로는 다양한 국적의 사람들이 우리 사회에서 함께 일하는 모습이 더욱 익숙해질 것이다.

나는 일본을 보면서 인구 감소는 단순히 사람 수가 줄어드는 문제가 아니라 사회의 일하는 방식과 생활 모습, 그리고 구성원까지 변화시킨다는 사실을 다시 한 번 느꼈다. 그런 점에서 오늘날의 일본은 앞으로 한국을 비롯한 많은 나라들이 마주하게 될 미래를 먼저 경험하고 있는 사회라고 생각한다.
