Why Are Secure Jobs and Government Employment Highly Valued in Korea?

In Korea, recruitment for civil service positions and public institutions often attracts an enormous number of applicants. It is not unusual for competition rates to reach dozens, or even hundreds, of applicants for a single position. Many young people spend years preparing for these examinations.

International visitors therefore often ask, “Why are secure jobs so popular in Korea?” or “Why are careers in the government or public sector considered especially desirable?”

To answer these questions, it is important to understand Korea’s economic development, labour market, and the values that many Koreans associate with employment.


A Short Answer

Secure employment and careers in the public sector are highly valued in Korea primarily because they offer job security and a more predictable future.

Compared with many private-sector jobs, civil service and public institutions generally provide greater employment stability, well-established welfare benefits, pension systems, and structured career paths. In a society where economic uncertainty and intense competition are common concerns, these advantages are highly valued.

At the same time, career choices are becoming increasingly diverse. Entrepreneurship, professional careers, global companies, and the technology sector are now attracting many talented young people as well.


Understanding the Background

Although Korea achieved remarkable economic growth within a relatively short period, it also experienced major economic crises, including the Asian Financial Crisis of 1997 and the Global Financial Crisis of 2008. These events weakened the traditional idea of lifetime employment.

Many private companies introduced restructuring, performance-based evaluations, and greater employment flexibility. As a result, many people came to perceive private-sector employment as less stable than it had been in previous generations.

By contrast, government positions and many public institutions continued to offer relatively stable employment, predictable promotion systems, pension benefits, and comprehensive welfare programmes. For many young Koreans, these became attractive long-term career options.

Family expectations also play an important role. Many parents continue to encourage their children to pursue stable careers that provide long-term security.


A Closer Look

International visitors sometimes ask, “Does this mean that every young Korean wants to become a civil servant?”

Not necessarily.

Today, increasing numbers of young people pursue careers in technology companies, start-ups, multinational corporations, specialised professions, or freelance work. Many also place greater value on personal interests, opportunities for growth, creativity, and work–life balance.

Nevertheless, whenever economic uncertainty increases, interest in secure employment tends to rise again.

Ultimately, choosing a career often involves balancing stability, opportunity, and personal values.


What It Means for Understanding Korean Society

The strong preference for secure employment reflects how seriously many Koreans view future uncertainty.

For many people, long-term employment stability is just as important as a high salary because it affects housing, marriage, raising children, retirement planning, and overall quality of life.

At the same time, Korean society is gradually becoming more accepting of diverse career paths. Increasingly, people recognise that there is no single definition of a successful career.


Dr. Ryu’s Insight

When I was young, having a stable job was already considered one of life’s important goals. Many people believed that secure employment provided not only personal stability but also a solid foundation for supporting one’s family and planning for the future. In many ways, that belief still exists today.

As I have grown older, however, I have also realised that job security alone does not necessarily lead to a fulfilling life. A stable career is certainly valuable, but if a person finds little meaning, satisfaction, or opportunity for growth in their work, it may be difficult to remain truly happy over the long term.

On the other hand, I have also met people who worked in less predictable environments yet found deep purpose in what they did and continued creating new opportunities for themselves. Their experiences reminded me that no single career path is inherently superior to another.

I believe stability and challenge should not be seen as opposing values but as complementary ones. Stability provides the foundation for life, while challenges encourage personal growth. What matters most is not following someone else’s definition of the ideal career, but choosing a path that matches one’s own abilities, values, and aspirations.

I believe Korean society is gradually moving in this direction. Rather than assuming that only government employment or only private-sector careers represent success, more people are beginning to appreciate that different individuals can build meaningful and rewarding lives through many different kinds of work.

이 질문에 답하려면 한국의 경제발전 과정과 노동시장, 그리고 한국인들이 직업을 바라보는 가치관을 함께 이해할 필요가 있다.

최근에는 IT 기업과 스타트업, 글로벌 기업, 전문직, 프리랜서 등 다양한 분야를 선택하는 젊은이들도 꾸준히 늘어나고 있다. 자신의 적성과 성장 가능성, 일과 삶의 균형을 중요하게 생각하는 사람들도 많아지고 있다. 그럼에도 불구하고 경제적 불확실성이 커질수록 안정적인 직장에 대한 선호가 다시 높아지는 경향도 함께 나타난다.

결국 직업 선택은 안정성과 도전, 개인의 가치관 사이에서 균형을 찾는 과정이라고 할 수 있다.


한국 사회를 이해하는 데 어떤 의미가 있는가

안정적인 직장에 대한 높은 선호는 한국 사회가 미래의 불확실성을 얼마나 크게 인식하고 있는지를 보여 준다.

많은 사람들은 단순히 높은 연봉보다 오랫동안 안정적으로 일할 수 있는 환경을 중요하게 생각한다. 이는 주거와 결혼, 자녀교육, 노후 준비 등 인생 전반의 계획과도 밀접하게 연결되어 있기 때문이다.

최근에는 삶의 질과 자기실현을 중요하게 여기는 사람들이 늘어나면서 직업을 바라보는 기준도 점차 다양해지고 있다.

내가 젊었을 때에도 안정적인 직장은 많은 사람들이 바라는 목표 가운데 하나였다. 좋은 직장을 얻으면 자신의 삶뿐 아니라 가족의 미래도 보다 안정적으로 설계할 수 있다고 믿는 분위기가 강했다. 이러한 생각은 오늘날에도 크게 달라지지 않은 것 같다.

하지만 살아오면서 나는 직업의 안정성만으로 만족스러운 삶이 완성되는 것은 아니라는 사실도 함께 보게 되었다. 안정적인 직장은 분명 소중한 장점이지만, 자신이 하는 일에서 보람과 성장을 느끼지 못한다면 오래도록 행복하게 일하기는 쉽지 않다.

반대로 다소 불안정한 환경에 있더라도 자신이 좋아하는 일을 하며 의미를 찾고, 꾸준히 새로운 기회를 만들어 가는 사람들도 적지 않았다. 결국 어떤 직업이 더 좋다고 단정하기는 어렵다.

나는 안정성과 도전은 서로 대립하는 가치가 아니라 균형을 이루어야 하는 가치라고 생각한다. 안정은 삶의 기반을 만들어 주고, 도전은 사람을 성장하게 만든다. 중요한 것은 다른 사람의 기준이 아니라 자신의 성향과 가치관에 맞는 길을 선택하는 일이다.

오늘날 한국 사회도 점차 이러한 방향으로 변화하고 있다고 생각한다. 공공부문과 민간기업, 대기업과 스타트업 가운데 어느 하나만이 정답이라고 말하기보다는, 각자의 삶에 맞는 다양한 성공의 길을 인정하는 사회가 되어 가고 있는 것은 긍정적인 변화라고 본다.
