Political news in the Philippines is largely centered on Manila. The presidency, Congress, national government agencies, and major media organizations are concentrated in the capital region, so national policies, political controversies, and debates often dominate the way Philippine politics is presented to the public.
Outside Metro Manila, however, politics can take on a somewhat different character. Governors, mayors, local political families, and personal networks may have a more visible influence on everyday life. How, then, does politics differ between Manila and the provinces, and what explains these differences?
A Short Answer
In Manila, politics tends to be more directly shaped by national policy debates, central government institutions, media attention, and a wider range of political and civic interests. In many provinces, by contrast, politics can be more closely connected to local development, public services, personal relationships, and networks built around influential political leaders and families.
Political dynasties are particularly important in understanding this pattern. In some provinces, members of the same family have held positions such as governor, mayor, or congressional representative across generations. This does not mean that all provincial politics works in the same way, however. Local political cultures vary considerably according to regional history, economic conditions, urbanization, and the strength of political competition.
Understanding the Background
The Philippines has a decentralized system in which national and local governments share responsibility for governance. The Local Government Code of 1991 significantly expanded the authority of provinces, cities, municipalities, and barangays by transferring many responsibilities and public services from the national government to local governments. As a result, local politics became even more closely connected to people’s everyday lives.
Governors and mayors can have substantial influence over local development, healthcare, social services, roads, traffic management, and other areas of public administration. For ordinary residents, the performance of a local government may therefore be more immediately visible than many policies decided by the national government. Personal reputation, local networks, and trust in individual political leaders can consequently play an important role in electoral politics.
Another long-standing feature of Philippine politics is the political dynasty. In many areas, members of established families have held elected positions over several generations, sometimes occupying different offices at the same time or succeeding one another. Strong family networks can provide political continuity and deep local connections, but the concentration of political power can also make it more difficult for new candidates and competing groups to enter local politics.
It is important, however, not to draw an overly simple distinction between Manila as “policy-based politics” and the provinces as “family-based politics.” Political families and personality-centered politics also exist in Metro Manila. The more useful distinction is that national issues and diverse competing interests tend to be more visible in the capital, while in many provinces political leadership is more directly intertwined with local communities, public services, and established networks of influence.
A Closer Look
Political priorities can differ between Manila and the provinces because people experience government in different ways. In the capital, national issues involving the president, Congress, the economy, foreign affairs, and major political controversies receive constant media attention. In the provinces, roads, transportation, healthcare, social services, employment, and other immediate local concerns may have a stronger influence on how residents evaluate political leadership.
Personal networks and political families can also play a particularly important role in local politics. A family that has maintained a strong political base in one area for generations may become a familiar and influential presence in the community. Such continuity can provide experience and established networks, but it may also make political competition more difficult when power becomes concentrated among a limited number of families.
Another important issue is the relationship between politics and local administration. Regular civil servants are not automatically replaced when political leadership changes. However, local governments also employ personnel under different forms of appointment or temporary employment. When political patronage becomes involved in such arrangements, changes in political leadership can affect administrative continuity and employment relationships.
What It Means for Understanding Philippine Society
To understand Philippine politics, it is not enough to look only at presidential elections and political developments in Manila. Since decentralization expanded the responsibilities of local governments, governors, mayors, and other local officials have played an important role in providing services that directly affect people’s everyday lives.
Provincial politics, therefore, should not simply be viewed as a smaller version of national politics. Local history, political families, economic interests, personal relationships, and administrative structures can all shape how politics operates in a particular area. Understanding Philippine politics requires looking not only at who governs from Manila, but also at how political power is organized and exercised within local communities.
Dr. Ryu’s Insight
I was never directly involved in provincial politics in the Philippines, so I would hesitate to claim that I understood how it worked from the inside. One thing I did notice while traveling outside Manila, however, was how visibly local political leaders could be associated with their communities. I sometimes came across gymnasiums and other public facilities bearing the names of governors, mayors, or other local leaders. To a foreigner’s eyes, it gave the impression that local political figures were closely woven into the everyday landscape of the community.
As I learned more about Philippine politics, I also became aware of the importance of political families in many provinces. In some areas, members of the same family may serve as governor, mayor, congressional representative, or other elected officials across generations, and sometimes different members of a family hold different offices within the same political network. Long-established families may provide continuity, political experience, and strong local connections. At the same time, when political influence remains concentrated within a small number of families for long periods, it can make it harder for new candidates to compete and may strengthen a political culture in which personal and family networks matter as much as policies and institutions.
I also heard from Filipinos that when local political leadership changed, some people working for the local government could lose their positions. I was even told that personnel performing duties such as local traffic enforcement could be affected. I could not verify how widespread this was, and regular civil servants are certainly not all replaced after an election. Yet local governments do employ coterminous, casual, contractual, and job-order personnel, while patronage has long been discussed as an issue in Philippine local politics. This made me wonder whether, for some people, an election could involve more than choosing a political leader—it might also affect their own livelihood.
From my perspective, one important difference between Manila and provincial politics lies in how closely political power can be connected to everyday community life. In many provincial settings, political families, local leaders, public administration, services, and sometimes employment can exist within closely connected networks. Such networks may offer continuity and stability, but healthy local democracy also requires genuine political competition and a professional administration that can function regardless of who wins an election. Ultimately, what matters is not simply which family or individual holds power, but whether that power is exercised through transparent, fair, and dependable institutions.

따라서 지방정치는 단순히 중앙정치의 축소판이 아니다. 지역의 역사와 가문, 경제적 이해관계와 인간관계가 함께 작동하는 별도의 정치공간이기도 하다. 필리핀 정치의 실제 모습을 이해하려면 마닐라의 중앙정치와 함께 지방에서 정치와 행정이 어떻게 움직이는지도 살펴볼 필요가 있다.

나는 필리핀에서 지방정치에 직접 관여해 본 적이 없기 때문에 그 내부 사정을 잘 안다고 말하기는 어렵다. 다만 지방을 여행하면서 흥미롭게 느꼈던 것 가운데 하나는 시장이나 주지사 같은 지방지도자의 이름을 딴 체육관이나 공공시설을 볼 수 있었다는 점이다. 외국인의 눈에는 정치지도자의 이름이 지역의 일상적인 공간에까지 들어와 있다는 사실이 상당히 인상적이었다.
필리핀의 지방정치를 알아가면서 더욱 흥미로웠던 것은 정치가문의 영향력이었다. 특정 지역에서 같은 가문의 사람들이 세대를 이어 주지사나 시장, 하원의원 등의 자리를 차지하거나, 한 가족의 여러 구성원이 서로 다른 선출직을 맡는 경우가 적지 않다. 연구에서도 이러한 정치가문이 특히 지방정치에서 광범위하게 존재하는 것으로 나타난다. 물론 오랫동안 지역을 이끌어 온 가문이 행정의 연속성이나 지역의 안정에 기여할 수도 있을 것이다. 그러나 한 가문이 정치적 영향력을 장기간 유지하면 새로운 사람이 정치에 참여하기 어려워지고, 정책이나 능력보다 가문과 인간관계가 더 중요해질 위험도 있다. 실제 연구에서도 정치가문의 영향은 지역의 경제적·사회적 여건에 따라 다르게 나타나므로 이를 일률적으로 평가해서는 안 된다고 지적한다.
또 현지 사람들에게서 지방정부의 지도자가 바뀌면 그 아래에서 일하는 사람들도 상당수 바뀔 수 있다는 이야기를 들었다. 심지어 지방의 교통단속 업무를 하는 사람들까지 영향을 받을 수 있다고 들었지만, 그것이 필리핀 지방정부 전체에 일반적으로 나타나는 현상인지는 내가 확인할 수 없었다. 제도적으로 정규 공무원이 선거 결과에 따라 모두 교체되는 것은 아니다. 그러나 지방정부에는 선출직 공직자와 임기를 같이하거나 임시·계약 형태로 일하는 인력이 존재하며, 지방정치에서 후원주의와 고객주의가 오랫동안 문제로 연구되어 온 것도 사실이다.
내가 보기에 마닐라와 지방정치의 중요한 차이 가운데 하나는 정치권력과 주민의 일상생활 사이의 거리에 있는 것 같다. 지방에서는 정치가문과 지역지도자, 행정조직과 공공서비스, 때로는 개인의 일자리까지 서로 가까이 연결되어 있을 가능성이 더 커 보였다. 이러한 구조에서는 선거가 단순히 어떤 정책을 선택하는 것 이상의 의미를 가질 수 있다. 오랫동안 지역을 이끌어 온 가문의 경험과 네트워크가 장점이 될 수도 있겠지만, 건강한 지방정치를 위해서는 새로운 사람도 경쟁할 수 있어야 하고, 선거 결과와 관계없이 전문성을 가진 공무원이 안정적으로 일할 수 있어야 한다. 결국 지방정치의 발전은 ‘누가 권력을 가지고 있는가’뿐 아니라 그 권력이 얼마나 투명하고 공정한 제도 안에서 행사되는가에 달려 있다고 생각한다.
