환경영향평가제도의 주민참여절차에 있어서의 환경 NGO의 역할에 관한 연구
― 나고야시 후지마에 갯벌 쓰레기처분장 계획을 사례로 ―
This master’s thesis marked the beginning of my lifelong research on public participation, environmental governance, and social consensus building.
이 논문은 이후 30여 년간 이어질 주민참여와 사회적 합의형성 연구의 출발점이었다.
서문 (Preface)
이 논문은 일본 동경공업대학교(Tokyo Institute of Technology) 석사과정에서 수행한 연구이다.
당시 일본에서는 환경영향평가법 제정을 앞두고 주민참여 절차가 중요한 사회적 이슈가 되고 있었다. 그러나 대부분의 연구는 환경영향평가의 기술적 측면에 집중되어 있었으며, 주민참여 과정에서 환경 NGO가 수행하는 역할에 대해서는 거의 연구되지 않고 있었다.
나는 이러한 문제의식에서 출발하여, 나고야시 후지마에 갯벌 쓰레기처분장 계획을 사례로 환경 NGO가 환경영향평가 과정에서 어떠한 역할을 수행하며, 실제 의사결정 과정에 어떠한 영향을 미치는지를 분석하였다.
돌이켜 보면 이 연구는 단순한 사례연구가 아니라 이후 나의 연구 방향을 결정한 첫 번째 연구였다.
This thesis was completed during my Master’s program at the Tokyo Institute of Technology.
At that time, Japan was preparing to implement the Environmental Impact Assessment Act, and public participation had become an increasingly important issue. However, most studies focused on the technical aspects of environmental assessment, while little attention had been paid to the role of Environmental NGOs.
Motivated by this gap, I examined the Fujimae Tidal Flat landfill project in Nagoya City to explore how Environmental NGOs participated in the Environmental Impact Assessment process and influenced public decision-making.
Looking back, this research became much more than a case study—it marked the beginning of my lifelong academic journey.
연구의 목적 (Research Objectives)
본 연구는 다음의 질문에 답하고자 하였다.
- 환경영향평가 과정에서 환경 NGO는 어떠한 역할을 수행하는가?
- 환경 NGO는 주민참여 절차를 어떻게 활성화하는가?
- 환경 NGO의 활동은 실제 의사결정 과정에 어떠한 영향을 미치는가?
- 지역 NGO와 광역 NGO의 협력은 어떠한 효과를 가지는가?
This study was designed to address the following research questions:
- What roles do Environmental NGOs play in the Environmental Impact Assessment (EIA) process?
- How do Environmental NGOs facilitate and strengthen public participation throughout the EIA process?
- How do the activities of Environmental NGOs influence actual decision-making in environmental planning?
- What benefits can be achieved through collaboration between local and regional (or National) Environmental NGOs?
연구 방법 (Research Method)
본 연구는 일본 나고야시 후지마에 갯벌 쓰레기처분장 계획을 사례로 수행되었다.
사업자, 행정기관, 환경 NGO 관계자를 대상으로 면담조사를 실시하고, 당시의 행정자료와 신문기사, NGO 활동자료 등을 종합적으로 분석하였다. 특히 환경 NGO의 활동을 시계열적으로 정리하여 환경영향평가 절차 전후에 어떠한 변화가 발생하였는지를 분석하였다.
The study focused on the proposed landfill project at the Fujimae Tidal Flat in Nagoya City, Japan.
Interviews were conducted with project developers, government officials, and Environmental NGO representatives. Official documents, newspaper articles, and NGO publications were also analyzed. Special attention was given to how NGO activities evolved over time and how they influenced both the Environmental Impact Assessment process and public decision-making.
주요 연구결과 (Major Findings)
첫째, 환경 NGO는 단순한 반대단체가 아니라 환경정보를 축적하고, 사회적 여론을 형성하며, 환경영향평가 절차를 개선하는 중요한 참여주체였다.
둘째, 지역 NGO와 광역 NGO의 협력 네트워크는 주민참여를 확대하고 보다 효과적인 사회적 영향력을 만들어 냈다.
셋째, 환경 NGO가 축적한 과학적 환경정보는 행정기관과 심의위원회의 판단에 실제 영향을 미쳤으며, 추가조사와 환경보전대책을 이끌어냈다.
넷째, 주민참여는 사업 이후가 아니라 사업 초기부터 이루어질 때 갈등을 줄이고 더 나은 의사결정을 가능하게 한다.
This study led to the following major findings:
First, Environmental NGOs were not merely organizations opposing development projects. They played important roles by accumulating environmental information, shaping public opinion, and contributing to improvements in the Environmental Impact Assessment (EIA) process.
Second, collaborative networks between local Environmental NGOs and regional Environmental NGOs expanded opportunities for public participation and generated greater social influence throughout the decision-making process.
Third, the scientific environmental information accumulated by Environmental NGOs had a tangible impact on the judgments made by government authorities and review committees, leading to additional environmental investigations and improved environmental protection measures.
Fourth, public participation is most effective when it begins at the early stages of project planning rather than after major decisions have already been made. Early participation helps reduce conflicts and contributes to more informed and balanced decision-making.
연구의 의의 (Research Significance)
이 연구는 환경영향평가를 단순한 기술적 평가가 아니라 다양한 이해관계자가 함께 참여하는 사회적 의사결정 과정으로 바라본 초기 연구 가운데 하나였다. 특히 환경 NGO를 단순한 반대세력이 아니라 환경정보를 제공하고 사회적 신뢰를 형성하는 중요한 참여주체로 분석하였다는 점에서 의미가 있다. 이 연구는 이후 박사학위 논문과 주민참여, 사회적 합의형성, 주민수용성 연구로 자연스럽게 이어졌다.
This study viewed Environmental Impact Assessment not merely as a technical evaluation process but as a participatory system involving multiple stakeholders.
It demonstrated that Environmental NGOs play important roles as providers of environmental information, facilitators of public participation, and contributors to better decision-making.
The ideas developed in this master’s thesis later became the foundation of my doctoral dissertation and subsequent research on Public Participation, Consensus Building, and Social Acceptance.

Reflection
지금 돌아보면 이 논문는 ‘첫 번째 연구’라기보다 ‘첫 번째 질문’이었다. 그 질문은 매우 단순했다. “사람들은 어떻게 환경을 지킬 수 있을까?” 시간이 흐르면서 그 질문은 조금씩 바뀌었다. “사람들은 어떻게 함께 더 좋은 결정을 만들어 갈 수 있을까?” 그리고 지금은 다시 이렇게 바뀌었다. “사람과 환경은 어떻게 함께 지속가능한 미래를 만들어 갈 수 있을까?” 지난 30여 년 동안 나는 같은 질문을 조금씩 다른 모습으로 연구해 왔다. 지금도 그 여정은 계속되고 있다.
Looking back, I no longer see this thesis as my first research project, but rather as the first question that would shape my academic journey.
At the time, the question was simple: “How can people protect the environment?” As the years passed, that question gradually evolved. “How can people work together to make better decisions?” Today, it has evolved once again into a broader and more fundamental question: “How can people and the environment build a sustainable future together?”
Over the past three decades, I have continued to explore this same question from different perspectives. Although the themes of my research have evolved, the fundamental question has remained unchanged. And even today, that journey continues.
