When people picture the streets of the Philippines, one of the first images that often comes to mind is the jeepney. With its colorful decorations, elongated body, and passengers sitting closely together, the jeepney has long been a familiar part of everyday transportation in both cities and provinces.

Today, Filipinos have access to buses, railways, taxis, ride-hailing services, and other modern forms of transportation. At the same time, concerns over emissions, safety, and aging vehicles have led the government to pursue the modernization of jeepneys. Yet jeepneys continue to carry large numbers of passengers and remain one of the most recognizable symbols of the Philippines. Why has this old form of transportation retained such an important place in Philippine society?


A Short Answer

Jeepneys remain an iconic form of transportation because they combine a practical role in providing affordable everyday mobility with a distinctive cultural identity developed over generations of Filipino life.

They have long complemented buses and railways by serving routes and communities that larger forms of public transportation do not always reach conveniently. At the same time, their colorful designs, individually decorated vehicles, and distinctive passenger culture have created something rarely found elsewhere. The jeepney is therefore more than an aging vehicle. It is both an everyday means of transportation and a cultural icon that reflects an important part of modern Philippine history.


Understanding the Background

The history of the jeepney can be traced to the years following World War II. After the war, military jeeps used by American forces were left or sold in the Philippines. Filipinos began modifying some of these vehicles to carry passengers. The bodies were lengthened and additional seating was installed, gradually transforming the military jeep into a form of public transportation adapted to local needs.

The transportation conditions of the postwar period helped the jeepney spread rapidly. Much of the country’s transportation infrastructure had been damaged during the war, creating a need for relatively inexpensive vehicles that could move people through cities and communities. Jeepneys helped meet that demand and eventually became an important part of public transportation in both urban and provincial areas.

Another important reason for their continued use has been their relatively affordable fares and extensive routes. Jeepneys operate along established routes while allowing passengers to board and get off at numerous points along the way. In areas with limited rail networks and high demand for public transportation, they have helped fill gaps left by other modes of transport.

The importance of jeepneys, however, goes beyond transportation. Owners and drivers have traditionally decorated their vehicles with colorful paintings, religious images and phrases, family names, and other personal designs. No two jeepneys necessarily look exactly alike. Over time, this visual culture helped transform the jeepney itself into a symbol of Filipino popular culture and creativity.


A Closer Look

Jeepneys continue to play an important role in Philippine public transportation, particularly in areas where railways and larger buses do not provide sufficient coverage. Their affordability and accessibility have made them especially important for people who depend on public transportation for everyday travel.

At the same time, traditional jeepneys have significant shortcomings. Emissions from aging vehicles, safety concerns, uncomfortable boarding and seating arrangements, and inefficient operations have long been identified as problems. In response, the Philippine government introduced the Public Utility Vehicle Modernization Program (PUVMP) in 2017, seeking to replace aging vehicles with safer and more environmentally friendly models while also improving routes and operating systems.

Jeepney modernization, however, is not simply a matter of replacing old vehicles. The cost of newer vehicles can place a heavy financial burden on small operators and drivers, while higher operating costs may eventually affect passenger fares. Modernization therefore needs to consider not only environmental and safety standards but also the livelihoods of drivers and operators and the mobility needs of passengers who rely on affordable transportation.


What It Means for Understanding Philippine Society

The jeepney provides an interesting window into one of the broader challenges facing Philippine development. For generations, it has provided affordable and flexible transportation for ordinary people. Yet it must now adapt to demands for safer vehicles, cleaner air, more efficient transportation, and better urban mobility.

The real question, therefore, is not simply whether traditional jeepneys should disappear. It is how the Philippines can move toward a safer, cleaner, and more efficient public transportation system while protecting affordable mobility and recognizing the cultural significance that jeepneys have acquired over generations. The future of the jeepney is ultimately a question of how tradition and modernization can coexist.


Dr. Ryu’s Insight

During all the years I lived in Manila, I could probably count the number of times I actually rode a jeepney on my fingers. I had my own car, and my usual daily activities were concentrated within a relatively limited area. Even when I needed public transportation, I normally took a taxi. There were occasions, however, when taxis were difficult to find and I ended up taking a jeepney. For a foreigner, simply figuring out which one to take was not always easy. Unlike buses in Korea, there was no straightforward route number that I could simply identify and follow, so I often had to ask people several times whether a particular jeepney would take me where I wanted to go.

There was certainly no shortage of things I found uncomfortable. Exhaust fumes from old vehicles could be severe, and sitting tightly packed together with other passengers in the heat was hardly comfortable. Add Manila’s traffic congestion to an unair-conditioned vehicle, and it was not difficult to understand why jeepneys needed to be modernized.

Yet once I was actually inside a jeepney, there was something strangely human and communal about the experience. If a passenger sitting far from the driver needed to pay the fare, the money would be handed from one passenger to another until it reached the driver. Change would then travel back through the same chain of strangers. Whenever I happened to be sitting in the middle, I was quite willing to help pass the fares back and forth. It was a very small interaction, but there was something lively about strangers naturally cooperating with one another. Moments like that made me think, “Yes, I really am living in the Philippines.”

That sense of warmth does not mean that I believe traditional jeepneys should remain unchanged. If the Philippines is to improve its transportation system, jeepneys need to become safer, cleaner, and more comfortable. The government has already been pursuing vehicle modernization as well as improvements in routes and operating systems. But replacing old vehicles alone will not solve the larger transportation problem. Manila and many other Philippine cities have narrow or congested roads, and simply putting larger vehicles everywhere may create another set of difficulties. The government therefore needs to consider which routes require high-capacity buses, where smaller public vehicles remain more practical, and how jeepneys, buses, and railways can be connected into a more efficient transportation network.

In the end, jeepneys remain an icon of the Philippines not simply because they have been on the roads for a long time. They have carried generations of ordinary Filipinos through their daily lives, and even small practices such as passengers passing one another’s fares reveal something of the social character that has developed around them. The appearance of the jeepney will inevitably change as the Philippines modernizes. But if the country can create a cleaner, safer, and more efficient form of transportation without completely losing the individuality and human warmth associated with the jeepney, that may be the best kind of modernization.

지프니를 바라보면 필리핀 사회가 직면한 발전의 한 단면을 볼 수 있다. 지프니는 저렴하고 유연한 교통수단으로 오랫동안 서민들의 이동을 책임져 왔지만, 동시에 교통체증과 환경, 안전, 도시교통의 효율성이라는 새로운 요구에 적응해야 하는 상황에 놓여 있다.

따라서 지프니 현대화의 핵심은 오래된 지프니를 모두 없애는 데 있지 않다. 필리핀 특유의 교통문화와 서민들의 이동권을 존중하면서 더 안전하고 깨끗하며 효율적인 대중교통체계로 어떻게 전환할 것인가가 더 중요한 문제이다. 지프니의 미래는 전통과 현대화가 충돌하는 문제가 아니라, 두 가지를 어떻게 조화시킬 것인가의 문제라고 볼 수 있다.


Dr. Ryu’s Insight

마닐라에서 생활하는 동안 내가 지프니를 직접 타 본 것은 손에 꼽을 정도였다. 차가 있었던 데다 생활 반경도 그다지 넓지 않았고, 대중교통을 이용해야 할 때에는 주로 택시를 탔다. 그래도 택시가 잘 잡히지 않을 때에는 어쩔 수 없이 지프니를 이용하곤 했다. 문제는 외국인인 나에게 지프니 노선을 이해하는 것부터 쉽지 않았다는 점이다. 우리나라 버스처럼 번호만 확인하고 탈 수 있는 것도 아니어서 목적지까지 가는 지프니가 맞는지 주변 사람들에게 여러 번 물어보면서 타야 했다.

불편한 점을 찾으라면 적지 않았다. 오래된 차량에서 나오는 매연은 심각하게 느껴졌고, 더운 날 좁은 공간에서 승객들이 다닥다닥 붙어 마주 보고 앉아 가는 것도 편한 경험은 아니었다. 에어컨도 없는 차량에서 교통체증까지 만나면 지프니가 왜 현대화되어야 하는지를 자연스럽게 생각하게 되었다.

그런데 막상 지프니에 올라타면 이상하게도 다른 교통수단에서는 느끼기 어려운 인간적인 분위기가 있었다. 승객이 운전기사에게 직접 닿지 않는 곳에 앉아 있으면 차비를 옆 사람에게 건네고, 그 돈이 여러 사람의 손을 거쳐 기사에게 전달된다. 거스름돈도 다시 사람들의 손을 거쳐 돌아온다. 나는 중간에 앉아 있으면 이런 차비 전달을 비교적 잘 도와주는 편이었다. 작은 일이지만 서로 모르는 사람들이 너무도 자연스럽게 돈을 주고받으며 목적지까지 함께 가는 모습을 보면 왠지 살아 있는 느낌이 들었다. 그런 순간에는 ‘내가 지금 필리핀에 살고 있구나’ 하는 생각이 들기도 하였다.

그렇다고 이러한 정겨움 때문에 기존의 지프니를 그대로 유지해야 한다고 생각하지는 않는다. 필리핀이 발전하려면 지프니도 더 안전하고 쾌적하며 친환경적인 대중교통수단으로 바뀌어야 한다. 실제로 정부도 차량 현대화와 함께 노선 합리화와 운영체계 개선을 추진하고 있다. 그러나 차량만 현대식으로 바꾸는 것으로는 충분하지 않다. 필리핀 도시의 도로 여건과 복잡한 교통망을 고려하여 어느 지역에 대형 버스가 필요한지, 어느 지역에는 보다 작은 대중교통수단이 적합한지, 철도와 버스·지프니를 어떻게 연결할 것인지까지 함께 고민해야 한다. 관련 정책 연구에서도 차량 교체에 앞서 노선계획과 합리화가 중요하다는 점이 지적되어 왔다.

결국 지프니가 오늘날까지 필리핀을 대표하는 교통수단으로 남아 있는 이유는 단순히 오래되었기 때문이 아니다. 수많은 사람들의 일상적인 이동을 책임져 온 실용적인 교통수단이면서, 승객들이 서로 차비를 건네주는 작은 장면까지 포함하여 필리핀 사람들의 생활방식이 그대로 담겨 있기 때문이라고 생각한다. 앞으로 지프니의 모습은 크게 달라질 수밖에 없을 것이다. 그러나 더 깨끗하고 안전한 교통수단으로 바꾸면서도 그 속에 담긴 필리핀만의 개성과 인간적인 분위기까지 사라지지 않는다면 가장 좋은 현대화가 아닐까 생각한다.
