Why Do Many Koreans Study English for Years but Still Find Speaking Difficult?

To answer these questions, it is helpful to understand both Korea’s educational approach and the environment in which English is actually used.
A Short Answer
Many Koreans struggle with spoken English not because they have failed to study the language, but because they have had relatively few opportunities to use it in real-life situations.
For many years, English education in Korea focused primarily on university entrance examinations and standardised tests. As a result, students often developed strong reading, grammar, and vocabulary skills while having fewer opportunities to practise speaking naturally.
Today, however, English education is gradually becoming more communication-oriented through discussions, presentations, overseas exchanges, online learning, and AI-assisted language education.
Understanding the Background
English is taught throughout the Korean education system, from elementary school to university. Most students spend many years learning vocabulary, grammar, reading, and listening.
Historically, however, university entrance examinations and language proficiency tests placed greater emphasis on reading comprehension, grammar, and listening than on conversational fluency. While this approach produced solid academic knowledge, it offered relatively limited opportunities to develop practical speaking skills.
Another important factor is the learning environment itself. Unlike countries where English is used in everyday life, Korea is overwhelmingly Korean-speaking, so opportunities to communicate in English outside the classroom are relatively limited.
In recent years, online conversation classes, overseas study programmes, international exchanges, and AI-based language learning have expanded considerably, giving learners more opportunities to develop practical communication skills.

Not at all.
It is easy to meet Koreans with excellent English skills in international companies, universities, and global research communities. Many professionals and students communicate effectively whenever their work or studies require it.
The challenge is often not a lack of knowledge, but a lack of confidence or opportunities to speak freely without worrying about making mistakes.
Fortunately, English education in Korea is gradually shifting from test preparation toward real communication.
What It Means for Understanding Korean Society
Understanding English education helps explain how seriously Koreans value learning and education.
English is widely regarded as an important tool for international communication, global business, academic research, and cultural exchange.
In my view, the true purpose of learning English is not to achieve perfect pronunciation or examination scores, but to communicate with people from different cultures and broaden one’s understanding of the world. Language exists to connect people.
Dr. Ryu’s Insight
I have personally experienced how learning foreign languages can change the course of one’s life. My opportunities to study in Japan, conduct research in the United Kingdom, and live overseas for many years were all made possible through a continuous commitment to learning languages.
In the Philippines, I operated an online English education company. During the early stages of the business, we provided online English lessons mainly for Korean students. Before long, however, Chinese students became our primary learners. Working in partnership with Chinese English education companies, our company supplied Filipino English teachers who taught Chinese students through online classes. This gave me the opportunity to observe how learners from different linguistic and cultural backgrounds acquired English. At the same time, while teaching Korean to Filipino university students, I was able to experience foreign-language learning from both the teacher’s and the learner’s perspectives.
The conclusion I reached was remarkably simple. Language proficiency does not belong only to those who know the most grammar or vocabulary. The people who improve the fastest are those who are willing to use the language consistently without being afraid of making mistakes. Whether they were Korean or Chinese students, I often saw learners who possessed considerable knowledge of English but hesitated to speak because they feared making errors. Speaking develops when the knowledge stored in one’s mind is repeatedly brought into real conversations.
I believe English education in Korea is moving in a positive direction. The emphasis is gradually shifting from English for examinations to English for communication, while online learning and artificial intelligence are creating more opportunities for learners to practise speaking. Nevertheless, no technology can replace the value of listening, speaking, and communicating with real people on a regular basis.
English is not an end in itself. It is a tool that allows us to understand a wider world and connect with people from different cultures. I hope more Koreans will feel confident enough to use the English they already know, rather than waiting until they believe they speak perfectly. That confidence, I believe, opens the door to a much larger world.

문제는 영어를 모른다는 것이 아니라, 실수를 두려워하거나 자연스럽게 말할 기회가 부족했던 교육환경에 더 가까운 경우가 많다.
최근에는 영어를 하나의 시험 과목이 아니라 실제 의사소통 수단으로 배우려는 움직임이 점차 확대되고 있다.
한국 사회를 이해하는 데 어떤 의미가 있는가
한국의 영어교육을 이해하면 한국 사회가 교육을 얼마나 중요하게 생각하는지도 함께 이해할 수 있다. 한국은 교육 수준이 매우 높은 나라이며, 영어 역시 국제사회와 소통하기 위한 중요한 능력으로 인식되고 있다.
내가 중요하게 생각하는 것은 영어를 완벽하게 말하는 것이 아니라, 다른 문화와 사람들을 이해하고 소통하려는 태도이다. 언어는 시험 점수가 아니라 사람과 사람을 연결하는 도구이기 때문이다.

나는 외국어가 한 사람의 삶을 얼마나 크게 변화시킬 수 있는지를 직접 경험해 왔다. 일본에서 공부하고 영국에서 연구하며 오랫동안 해외에서 생활할 수 있었던 것도 외국어를 배우려는 꾸준한 노력이 있었기에 가능했다.

그 과정에서 내가 얻은 결론은 매우 단순했다. 언어는 문법과 어휘를 많이 아는 사람만이 잘하는 것이 아니라, 실수를 두려워하지 않고 꾸준히 사용하려는 사람이 더 빠르게 성장한다는 것이다. 한국 학생이든 중국 학생이든 상당한 영어 지식을 갖추고 있으면서도 틀릴까 걱정하여 실제 대화를 주저하는 경우를 많이 보았다. 결국 말하기 능력은 머릿속에 저장된 지식을 입 밖으로 꺼내 사용하는 과정에서 발전한다.
나는 한국의 영어교육도 점점 좋은 방향으로 변화하고 있다고 생각한다. 시험을 위한 영어에서 사람과 소통하기 위한 영어로 중심이 조금씩 옮겨 가고 있으며, 온라인 수업과 인공지능(AI) 기반 학습 도구도 실제로 말할 기회를 넓혀 주고 있다. 그러나 어떤 기술을 활용하더라도 학습자가 직접 듣고 말하며 반복하는 과정은 대신할 수 없다.
영어는 그 자체가 최종 목적이라기보다 세상을 더 넓게 이해하고 다른 사람들과 연결되기 위한 하나의 도구이다. 나는 앞으로 더 많은 한국인들이 완벽한 문장을 만들려는 부담에서 벗어나, 자신이 알고 있는 영어부터 자신 있게 사용하며 더 넓은 세상으로 나아가기를 기대한다.
