What Role Will Young Filipinos Play in the Country’s Future?

Opening Question

When discussing the future of the Philippines, it is difficult to overlook the younger generation. Their growing presence can be seen not only on the streets, at universities, in shopping malls, and in workplaces, but also across the digital world. They are a generation that accesses global information in real time through smartphones, learns new skills and explores new careers, and increasingly expresses its views through social media.

The Philippines has a relatively young population. This can represent significant potential because a large number of young people will participate in economic activity in the years ahead. But having a young population does not automatically guarantee national development. Without adequate education and quality employment opportunities, a large youth population may instead face unemployment, inequality, and increased pressure to seek opportunities abroad.

The younger generation will also live in an environment very different from that of their parents. Artificial intelligence and the digital economy are transforming jobs, climate change is affecting living conditions and industries, and social media is changing the ways people participate in political and social issues.

In the midst of these changes, what role will young Filipinos play in shaping the future of their country?


A Short Answer

Young Filipinos will become a central generation shaping economic, political, cultural, and social change as workers and consumers, entrepreneurs and professionals, voters and members of civil society. Whether their potential translates into national progress, however, will depend greatly on their access to quality education, relevant skills, productive employment, and meaningful opportunities for social participation.

Economically, young workers who can adapt to digital technology and emerging industries will become increasingly important. The Philippines has built major service industries, including BPO, partly on the strength of its English-speaking and relatively young workforce. But as artificial intelligence and automation expand, some existing jobs may decline or change substantially. For younger generations, the ability to continue learning new skills will therefore become as important as preparing for a first job.

Changes can also be expected in politics and society. The choices of young voters can influence election outcomes and policy priorities, while younger citizens may bring new perspectives to issues such as the environment, education, employment, human rights, and government accountability. Online platforms have lowered some barriers to participation, but they have also increased exposure to misinformation and political polarization.

Ultimately, having a large young population represents an opportunity, not a guaranteed outcome. Creating the conditions in which young people can fully develop and use their abilities will be one of the most important challenges shaping the future of the Philippines.


Understanding the Background

The Philippines has long been regarded as having a relatively young demographic structure compared with many aging societies in East Asia. If a large working-age population is productively employed, the country may benefit from what is often called a demographic dividend. A growing labor force and expanding consumer market can contribute to economic growth.

But a demographic dividend does not happen automatically. If the quality of education is inadequate or if the skills young people acquire do not match those needed by employers, a large workforce may not translate into productive employment. Even when the economy grows, insufficient access to stable and adequately paid jobs can leave many young workers in informal employment or encourage them to seek opportunities overseas.

Overseas employment has long been an important economic option for Filipinos. Younger generations may continue to seek opportunities abroad in nursing, maritime industries, engineering, services, and a wide range of professional fields. Overseas employment can bring remittances, professional experience, and new opportunities for individuals and families. At the same time, it raises the question of what happens when highly capable people leave because they cannot find comparable opportunities at home.

The important issue, therefore, is not simply the number of young people in the Philippines, but how effectively their abilities can be connected to productive opportunities within the country.


A Closer Look

Digital transformation is one of the major forces changing the role of young Filipinos. Earlier generations depended more heavily on newspapers and television for information and often planned careers around conventional forms of employment. Today’s younger generation increasingly obtains information, searches for jobs, and explores business opportunities through social media and online platforms. Freelancing, online businesses, content creation, and remote work have created options that were far less common in the past.

The digital environment, however, has two sides. The ability of almost anyone to create and share information has expanded opportunities for participation, but it has also made the ability to distinguish fact from opinion, reliable information from manipulation, increasingly important. The more significant question is not simply how much time young people spend online, but what information they choose, how they evaluate it, and how they turn it into action.

Climate change is another challenge that this generation will have to confront over a much longer period. Typhoons and floods, sea-level rise, and pressures on food and energy systems are likely to affect Philippine society for decades. Environmental policy, disaster preparedness, sustainable cities, and energy choices are therefore not distant issues for today’s young Filipinos; they are directly connected to the conditions under which they will live and work.

It is also unlikely that young people will simply accept all the social arrangements inherited from previous generations. Some will establish new businesses and develop technologies, while others will become active in civil society, local communities, public service, or politics. Still others may use culture, art, and digital media to express Filipino identity in new ways.


What It Means for Understanding Philippine Society

It is easy to describe the younger generation as the “hope of the nation.” But such a phrase alone tells us little about how the future will actually develop. There is an important difference between young people lacking the abilities needed to succeed and capable young people being unable to find opportunities in which to use those abilities.

The future of the Philippines should therefore not be assessed only by university enrollment rates or the size of the youth population. It is equally important to ask whether what young people learn is connected to practical skills, how strongly family income and geographic location affect opportunity, whether young entrepreneurs can realistically start and grow businesses, and whether younger citizens can express their views freely and responsibly.

Another important question is whether talented young Filipinos can imagine a future for themselves within their own country. There is no reason to regard overseas employment negatively when it is a positive personal choice. But if capable young people feel that leaving the country is the only realistic way to find adequate opportunities, the issue takes on a different meaning for Philippine society as a whole.

In this sense, the statement that “young people will create the future of the Philippines” is only partly true. Providing education, employment, fair opportunities, and meaningful channels for participation is also the responsibility of today’s government, businesses, institutions, and society. The country’s future will be shaped both by the potential of its young people and by the social conditions that allow that potential to become achievement.


Dr. Ryu’s Insight

During my 15 years in the Philippines, I met many students and young employees. In particular, many of the teachers who worked at the online English education company I operated were young, so I had opportunities to observe them as they chose jobs, learned new skills, and tried to prepare for their futures. From those experiences, I do not think that a lack of potential or ability is necessarily the main challenge facing young Filipinos.

To me, the more important question is where and how they can put those abilities to use. Overseas employment is a very realistic option for many young Filipinos, and seeking better salaries and career opportunities abroad is often regarded as a natural choice. The success of Filipino professionals around the world demonstrates the competitiveness of Philippine talent. At the same time, it raises another important question: can the Philippines create enough jobs and opportunities at home to make talented young people want to build their futures there?

The environment in which young Filipinos live also changed considerably between 2007, when I first arrived in the Philippines, and 2021, when I left. As smartphones and the internet became part of everyday life, the ways young people obtained information, communicated, and searched for employment also changed. Today’s generation is no longer competing only within the Philippines. Through the internet, they have access to the same information and, increasingly, some of the same markets as people in other countries. As artificial intelligence develops rapidly, this transformation is likely to become even more significant.

So if I were asked what role young Filipinos will play in the country’s future, I would say that they will not simply inherit the future; they will be the generation that changes how the Philippines competes and connects with the wider world. Learning new technologies, creating businesses, and raising their voices on political and social issues will increasingly become their responsibility.

But youth alone does not guarantee a better future. If young people receive a good education but cannot find suitable jobs, or if they have ability but lack opportunities to use it, the advantage of having a young population cannot be fully realized. I believe the future of the Philippines will depend less on how many young people it has than on how freely and effectively those young people can develop and use their abilities within their own country.

필리핀의 미래를 이야기할 때 젊은 세대를 빼놓기는 어렵다. 거리와 대학, 쇼핑몰과 직장뿐 아니라 온라인 공간에서도 젊은 사람들이 만들어 내는 변화는 쉽게 볼 수 있다. 스마트폰을 통해 세계의 정보를 실시간으로 접하고, 새로운 직업과 기술을 배우며, 자신의 생각을 소셜미디어에서 표현하는 세대가 사회의 중심으로 들어오고 있기 때문이다.

필리핀은 비교적 젊은 인구구조를 가진 국가이다. 이것은 앞으로 경제활동에 참여할 인구가 많다는 점에서는 중요한 잠재력이 될 수 있다. 그러나 젊은 사람이 많다는 사실 자체가 국가발전을 보장하지는 않는다. 충분한 교육과 좋은 일자리가 제공되지 않는다면 젊은 인구는 오히려 실업과 불평등, 해외이주의 확대라는 문제와 마주할 수 있다.

특히 앞으로의 젊은 세대는 부모 세대와 다른 환경에서 살아갈 것이다. 인공지능과 디지털 경제가 일자리를 바꾸고, 기후변화가 생활환경과 산업에 영향을 미치며, 소셜미디어는 정치와 사회문제에 참여하는 방식까지 변화시키고 있다.

그렇다면 젊은 Filipinos는 이러한 변화 속에서 필리핀의 미래를 어떤 방향으로 이끌어 가게 될까?


핵심부터 말하자면

젊은 Filipinos는 앞으로 필리핀의 노동력과 소비자, 기업가와 전문가, 유권자와 시민사회의 구성원으로 성장하면서 경제와 정치, 문화와 사회변화를 이끄는 중심세대가 될 것이다. 그러나 그 역할이 국가의 발전으로 이어질지는 이들이 얼마나 좋은 교육과 기술, 일자리와 사회참여의 기회를 얻을 수 있는가에 크게 달려 있다.

경제적으로는 디지털 기술과 새로운 산업에 적응하는 젊은 인력이 중요해질 것이다. 필리핀은 영어 사용 능력과 젊은 노동력을 바탕으로 BPO와 서비스산업을 성장시켜 왔지만, 인공지능과 자동화가 확산되면 기존의 업무 가운데 일부는 줄어들거나 성격이 달라질 수 있다. 젊은 세대에게 단순한 취업준비를 넘어 새로운 기술을 계속 배우는 능력이 중요해지는 이유이다.

정치와 사회에서도 변화가 예상된다. 젊은 유권자의 선택은 선거결과와 정책의 우선순위에 영향을 줄 수 있으며, 환경, 교육, 일자리, 인권과 정부의 책임성 같은 문제에 대해 새로운 목소리를 낼 수도 있다. 온라인 공간은 이러한 참여의 문턱을 낮추었지만 동시에 허위정보와 정치적 양극화에 노출될 가능성도 높였다.

결국 젊은 인구가 많다는 것은 가능성을 의미할 뿐 결과를 보장하지 않는다. 젊은 세대가 자신의 능력을 충분히 발휘할 수 있는 사회적 조건을 만드는 것이 필리핀의 미래를 결정하는 중요한 과제가 될 것이다.


질문의 배경 이해하기

필리핀은 오랫동안 동아시아의 고령화 국가들과 비교하여 젊은 인구구조를 가진 나라로 평가되어 왔다. 젊은 노동인구가 충분하고 이들이 생산적인 경제활동에 참여한다면 이른바 ‘인구배당(demographic dividend)’을 기대할 수 있다. 노동력 증가와 소비시장 확대가 경제성장의 동력이 될 수 있기 때문이다.

그러나 인구배당은 자동으로 발생하지 않는다. 학교교육의 질이 충분하지 않거나 청년들이 배운 기술과 기업이 필요로 하는 능력이 맞지 않으면 젊은 노동력이 있어도 생산적인 일자리로 연결되기 어렵다. 경제가 성장하더라도 안정적이고 적절한 임금을 받을 수 있는 일자리가 충분하지 않다면 많은 사람이 비공식 부문에 머물거나 해외취업을 선택할 수 있다.

필리핀에서는 해외취업이 오랫동안 개인과 가족에게 중요한 경제적 선택지였다. 젊은 세대 역시 간호, 해운, 엔지니어링, 서비스업과 다양한 전문직을 통해 해외에서 기회를 찾을 수 있다. 해외취업은 송금과 국제경험이라는 장점을 가져오지만, 우수한 인력이 국내에서 자신의 능력을 활용할 기회를 찾지 못해 떠나는 문제도 함께 생각해야 한다.

따라서 젊은 세대의 미래를 논할 때 중요한 것은 인구의 숫자가 아니라 이들의 능력이 필리핀 안에서 얼마나 생산적인 기회와 연결될 수 있는가이다.


조금 더 깊이 들여다보면

디지털 전환은 젊은 Filipinos의 역할을 크게 바꾸는 요인이다. 이전 세대가 신문과 TV를 통해 정보를 받아들이고 전통적인 직장을 중심으로 경력을 설계했다면, 오늘날 젊은 세대는 소셜미디어와 온라인 플랫폼을 통해 정보를 얻고 일자리와 사업기회를 찾는다. 프리랜싱, 온라인 비즈니스, 콘텐츠 제작과 원격근무처럼 과거에는 흔하지 않았던 선택지도 늘어나고 있다.

그러나 디지털 환경에는 양면성이 있다. 누구나 정보를 만들고 공유할 수 있게 된 것은 시민참여의 기회를 넓혔지만 사실과 의견, 정보와 선전을 구분하는 능력은 더욱 중요해졌다. 젊은 세대가 온라인에서 많은 시간을 보낸다는 사실보다 그 공간에서 어떤 정보를 선택하고 어떻게 판단하며 어떤 행동으로 연결하는가가 더 중요한 문제이다.

기후변화 역시 이 세대가 장기간 감당해야 할 과제이다. 태풍과 홍수, 해수면 상승, 식량과 에너지 문제는 앞으로 수십 년 동안 필리핀 사회에 영향을 줄 가능성이 크다. 따라서 환경과 재난대응, 지속가능한 도시와 에너지정책은 오늘의 젊은 세대에게 먼 미래의 문제가 아니라 자신들의 삶과 직접 연결된 문제이다.

이러한 변화 속에서 청년들이 기존 사회의 규칙을 그대로 받아들이기만 할 것이라고 보기는 어렵다. 새로운 기업을 만들고 기술을 개발하는 사람도 있을 것이며, 시민단체와 지역사회에서 활동하거나 공직과 정치에 참여하는 사람도 있을 것이다. 문화와 예술, 소셜미디어를 통해 Filipino identity를 새로운 방식으로 표현하는 젊은이들도 늘어날 수 있다.


필리핀 사회를 이해하는 데 어떤 의미가 있는가

필리핀의 젊은 세대를 국가의 ‘희망’이라고 부르는 것은 쉽다. 그러나 그런 표현만으로는 미래를 설명하기 어렵다. 청년들이 능력이 없어서 기회를 얻지 못하는 것과 능력이 있어도 사회가 충분한 기회를 제공하지 못하는 것은 전혀 다른 문제이기 때문이다.

따라서 필리핀의 미래를 판단할 때는 대학진학률이나 청년인구의 숫자만 볼 것이 아니라 학교에서 배운 지식이 실제 직업능력으로 연결되는지, 지역과 가정형편에 따라 기회의 격차가 얼마나 큰지, 젊은 기업가가 새로운 사업에 도전할 환경이 있는지, 그리고 청년들이 자신의 의견을 자유롭고 책임 있게 표현할 수 있는지도 함께 보아야 한다.

또 하나의 중요한 문제는 젊은 인재가 필리핀 안에서 미래를 설계할 수 있느냐는 것이다. 해외에서 일하는 것이 개인에게 좋은 선택이라면 그것을 부정적으로 볼 이유는 없다. 그러나 능력 있는 젊은이가 국내에서는 충분한 기회를 찾기 어렵기 때문에 떠날 수밖에 없다면 국가 전체에는 다른 의미의 문제가 된다.

결국 젊은 세대가 필리핀의 미래를 만들어 갈 것이라는 말은 절반만 맞다. 젊은 사람들이 변화를 만들어 갈 수 있도록 교육과 일자리, 공정한 경쟁과 사회참여의 기회를 제공하는 것은 현재 세대와 정부, 기업과 사회 전체의 책임이기도 하다. 필리핀의 미래는 젊은 세대의 가능성과 그 가능성을 실제 성취로 연결해 주는 사회적 조건이 함께 만들어 갈 것이다.

필리핀에서 생활하면서 나는 학생과 젊은 직원들을 많이 만났다. 특히 내가 운영했던 온라인 영어교육회사에는 젊은 선생님들이 많았기 때문에 그들이 직장을 선택하고 새로운 일을 배우며 자신의 미래를 준비하는 모습을 가까이에서 볼 수 있었다. 그 경험을 떠올리면 필리핀의 젊은 세대에게 부족한 것이 반드시 가능성이나 능력이라고 생각하지는 않는다.

오히려 중요한 것은 그 능력을 어디에서 발휘할 수 있느냐라고 생각한다. 필리핀의 젊은이에게 해외취업은 매우 현실적인 선택이고, 더 좋은 급여와 경력을 위해 외국으로 나가는 것을 자연스럽게 생각하는 사람도 많다. 해외에서 성공하는 Filipino professionals가 많다는 것은 필리핀 인재의 경쟁력을 보여주는 일이지만, 다른 한편으로는 국내에서도 그들이 머물고 싶어 할 만한 일자리와 기회를 얼마나 만들어 낼 수 있는가라는 질문을 남긴다.

내가 처음 필리핀에 갔던 2007년과 2021년 떠날 무렵을 비교하면 젊은 사람들의 생활환경도 크게 달라져 있었다. 스마트폰과 인터넷이 일상화되면서 정보를 얻고 사람들과 소통하며 일자리를 찾는 방식이 달라졌다. 지금의 젊은 세대는 필리핀 안에서만 경쟁하는 것이 아니라 온라인을 통해 다른 나라의 사람들과 같은 정보와 시장을 접하면서 살아가고 있다. 앞으로 인공지능이 빠르게 확산되면 이러한 변화는 더욱 커질 것이다.

그래서 젊은 Filipinos가 필리핀의 미래에서 어떤 역할을 할 것인가를 묻는다면, 나는 그들이 단순히 미래를 물려받는 세대가 아니라 필리핀이 세계와 경쟁하는 방식을 바꾸는 세대가 될 것이라고 생각한다. 새로운 기술을 배우고 기업을 만들며 정치와 사회문제에 목소리를 내는 것은 결국 이들의 몫이 될 것이다.

그러나 젊다는 사실만으로 미래가 좋아지는 것은 아니다. 좋은 교육을 받고도 적절한 일자리를 찾지 못하고, 능력이 있어도 그것을 펼칠 기회가 없다면 젊은 인구라는 장점은 충분히 활용되기 어렵다. 필리핀의 미래를 결정하는 것은 젊은 사람이 얼마나 많은가보다 그 젊은 사람들이 자신의 능력을 필리핀 안에서 얼마나 자유롭게 펼칠 수 있는가에 달려 있다고 생각한다.
