Some news reports emphasise the Korea–U.S. alliance, while others focus on Korea’s economic cooperation with China. This naturally leads many people to ask, “Does Korea have to choose between the United States and China?” or “How does Korea maintain a diplomatic balance between these two major powers?”

Today, Korea occupies an important geopolitical position in a world where security, trade, and global supply chains are closely interconnected.

Korea seeks to maintain a strong security alliance with the United States while also developing practical economic cooperation with China and many other countries.

The United States remains Korea’s most important security partner, while China is one of its largest trading partners.

Rather than choosing one side over the other, Korea continually seeks a balanced foreign policy that takes into account national security, economic prosperity, and changes in the international environment.


Understanding the Background

Located at the heart of Northeast Asia, Korea has long been influenced by the interests of surrounding major powers.

Since the Korean War, the Korea–U.S. alliance has formed the foundation of the country’s security. At the same time, Korea has expanded economic cooperation with many countries, including the United States, Japan, China, and members of ASEAN.

As China’s economy grew rapidly during the past several decades, economic ties between Korea and China also expanded significantly, making China one of Korea’s most important trading partners.

The reality is far more complex.

Korea seeks to uphold its fundamental values of liberal democracy and a market economy while also promoting international cooperation, economic development, and peace and stability on the Korean Peninsula.

Understanding Korea’s foreign policy provides valuable insight into how the country views its role in today’s international community.

As one of the world’s leading trading nations, Korea’s prosperity depends heavily on stable international relationships. Foreign policy therefore influences not only national security but also the economy, industry, and the everyday lives of its citizens.

What matters most, in my view, is recognising that diplomacy is not simply about choosing allies. It is about building trust, preserving peace, and creating conditions in which countries can prosper together.

As the world becomes increasingly interconnected, the values of balance, cooperation, and mutual understanding will become even more important.


Dr. Ryu’s Insight

I studied in Japan, conducted research in the United Kingdom, taught at universities in both Korea and the Philippines, and later had the opportunity to work in the United Arab Emirates. Living in different countries allowed me to see how differently nations view international affairs according to their own history, geography, security concerns, and national interests.

One of the most valuable lessons I learned overseas was that international relations are rarely a matter of simple right and wrong. Every country approaches global issues from its own historical experience and strategic priorities. The same international event can therefore be understood very differently depending on where one stands.

For this reason, I have come to see diplomacy not as a competition to determine who is right, but as a continuous effort to reconcile different interests while building mutual trust. Just as my research in environmental policy taught me the importance of balance and social consensus, I believe that dialogue, respect, and understanding are equally essential in international relations.

Korea’s geopolitical position is by no means an easy one. Yet I believe that its continuing efforts to cooperate with many nations while acting as a responsible member of the international community will remain one of its greatest strengths. To me, successful diplomacy is not the art of choosing sides, but the wisdom to uphold principles while continuing to understand and engage with others.

내가 중요하게 생각하는 것은 외교가 어느 한 나라를 선택하는 문제가 아니라, 국제사회 속에서 신뢰를 쌓고 평화를 유지하며 공동의 번영을 이루기 위한 노력이라는 점이다.

세계가 점점 더 긴밀하게 연결되는 시대일수록 균형과 협력의 가치는 더욱 중요해질 것이라고 생각한다.
