Why Do Many Filipinos Work Overseas After Graduation?

Opening Question

When talking with university students in the Philippines about their future careers, it is not unusual to hear them say that they hope to work overseas. Young Filipinos trained as nurses, engineers, seafarers, and hospitality or service professionals often seriously consider employment abroad after graduation. For some, working overseas is not an extraordinary adventure but one of several realistic career options.

Why do so many young Filipinos choose to work abroad rather than build their careers at home after graduation? Is it simply because salaries are higher overseas, or is their decision also shaped by the Philippine labor market, family responsibilities, and the country’s long-established culture of overseas employment?


A Short Answer

The most practical reason many Filipinos seek overseas employment after graduation is the prospect of higher salaries and better career opportunities. In certain professions, people with the same education and qualifications can earn considerably more abroad than they can at home. This can improve not only their own career prospects but also the economic security of their families.

Salary alone, however, does not fully explain the phenomenon. Many Filipinos already have family members, relatives, friends, or former classmates who have worked overseas, and the country has developed extensive institutions and social networks around overseas employment. As a result, working abroad can be seen by young Filipinos not as an unfamiliar choice but as an established career path.


Understanding the Background

Overseas employment has a long history in the Philippines. Particularly from the 1970s onward, the government institutionalized the deployment of Filipino workers abroad, and large numbers found employment in the Middle East, East Asia, North America, Europe, and elsewhere. Over time, overseas employment became a familiar career option across many parts of Philippine society.

Conditions in the domestic labor market are another important factor. Although the Philippine economy has grown and created new employment opportunities, it can still be difficult for educated young people to find jobs that provide the salaries and career prospects they expect. Overseas labor markets, meanwhile, offer opportunities in fields where Filipino workers have established a strong presence, including healthcare, maritime services, engineering, construction, tourism, and hospitality.

English proficiency also provides an advantage. Because English is widely used in Philippine education and society, many university graduates can communicate effectively in English. This can make it easier for them to adapt not only to English-speaking countries but also to international workplaces in the Middle East and Asia where English is commonly used as a working language.

Family considerations are equally important. Earning a higher income abroad may help pay for parents’ living expenses, siblings’ education, housing, and other family needs. Overseas employment can therefore represent more than individual career advancement. For many Filipinos, it can also become a responsibility toward the family and an investment in its future.


A Closer Look

First, overseas employment is not simply a way to earn a higher salary. For young Filipino professionals, working abroad can also provide opportunities to acquire new skills, experience different working environments, and build an international career. Some later use that experience to pursue better positions abroad or seek new opportunities after returning home.

Second, the Philippines has developed a social environment that makes overseas employment a realistic option. Family members, relatives, friends, and former colleagues who have already worked abroad can provide information and practical advice, while a long-established overseas employment system supports Filipino workers seeking opportunities in other countries.

Third, working overseas also comes at a considerable cost. Filipinos may spend years away from their families, adapt to unfamiliar cultures and workplaces, and, depending on the country and occupation, face difficult working conditions or employment insecurity. Overseas employment should therefore not be viewed simply as an easy path to success.

Finally, the continuing movement of skilled workers abroad creates both benefits and challenges for the Philippines. Remittances make an important contribution to families and the national economy, but the departure of educated and experienced professionals can also create concerns about brain drain in sectors where their skills are needed at home.


What It Means for Understanding Philippine Society

To understand why young Filipinos seek employment overseas, their decisions must be viewed within a broader social and economic context. Domestic wages and career opportunities, demand in international labor markets, English proficiency, family responsibilities, and a long-established culture of overseas employment all influence the choices they make.

The movement of educated and skilled young people abroad therefore reveals both a strength and a challenge for the Philippines. The country has developed human resources capable of competing internationally. At the same time, creating enough quality jobs at home for those talented people—and for those who eventually return—is an equally important challenge for Philippine society.


Dr. Ryu’s Insight

During my years in the Philippines, I often met university students and young people who regarded working overseas as one possible path for their future. Compared with Korea, where university graduates generally think first about finding employment at home, overseas employment seemed to be a much more familiar career option in the Philippines.

I do not think this can simply be explained by a desire to live abroad. If the same skills and qualifications can bring significantly better pay and career opportunities overseas, leaving the country becomes an understandable choice. Moreover, employment and income in the Philippines are often closely connected with responsibilities toward parents and siblings, so working abroad can become a decision made not only for oneself but also for the future of the family.

I experienced another side of this reality while running an online English education company in the Philippines. Teachers with excellent English skills and strong educational backgrounds often had opportunities to work overseas, which sometimes made it difficult to recruit and retain high-quality teachers. I also found that people who had earned considerably higher salaries abroad could be reluctant to return to jobs paying local wage levels. Overseas employment may offer valuable opportunities to individuals, but from the perspective of an employer at home, it can also make it more difficult to retain highly capable people.

In my view, many young Filipinos choose to work overseas after graduation because they can pursue higher incomes and better career opportunities while also improving the future of their families. But there is another question that deserves equal attention: what happens when OFWs eventually come home? If there are not enough quality jobs where returning workers can make use of the skills and experience they acquired abroad, the cycle of talent leaving the country is likely to continue. Expanding good employment opportunities for returning OFWs—and creating a labor market in which talented young Filipinos can build rewarding careers without necessarily leaving the country—should therefore be an important national challenge for the Philippines.

필리핀의 대학생들과 진로에 대해 이야기하다 보면 해외에서 일하고 싶다는 말을 어렵지 않게 들을 수 있다. 간호사, 엔지니어, 선원, 호텔·서비스 분야 종사자처럼 전문교육을 받은 젊은이들 가운데에도 졸업 후 해외 취업을 진지하게 고려하는 경우가 많다. 어떤 학생들에게 해외 취업은 특별한 모험이라기보다 현실적인 진로 선택 가운데 하나이다.

왜 많은 필리핀 젊은이들은 대학을 졸업한 뒤 고향이나 국내에서 일하기보다 해외 취업을 선택할까? 단순히 더 높은 임금 때문일까, 아니면 필리핀의 노동시장과 가족문화, 그리고 오랫동안 형성된 해외취업 환경이 함께 작용하고 있는 것일까?


핵심부터 말하자면

많은 필리핀 사람들이 졸업 후 해외 취업을 선택하는 가장 현실적인 이유는 국내보다 높은 임금과 더 나은 직업 기회를 기대할 수 있기 때문이다. 같은 교육과 전문자격을 갖추고도 해외에서 일할 경우 국내보다 높은 소득을 얻을 수 있는 직종이 있으며, 이는 개인의 경력뿐 아니라 가족의 경제적 안정에도 큰 영향을 미친다.

그러나 임금만으로 이 현상을 설명하기는 어렵다. 필리핀에는 오랫동안 해외에서 일해 온 가족과 친척, 선배들이 많고, 해외취업을 연결하는 제도와 사회적 네트워크도 형성되어 있다. 따라서 젊은 세대에게 해외취업은 낯선 선택이라기보다 이미 익숙한 하나의 경력 경로(career path)로 받아들여질 수 있다.

필리핀의 해외 노동은 오랜 역사를 가지고 있다. 특히 1970년대 이후 정부가 해외고용을 적극적으로 제도화하면서 많은 필리핀 노동자들이 중동, 동아시아, 북미, 유럽 등으로 진출하였다. 시간이 지나면서 해외취업은 특정 계층이나 직종에 한정된 현상이 아니라 필리핀 사회 전반에서 쉽게 접할 수 있는 진로 선택으로 자리 잡았다.

국내 노동시장의 현실도 중요한 이유이다. 필리핀 경제가 성장하면서 새로운 일자리가 꾸준히 만들어지고 있지만, 대학 교육이나 전문자격을 갖춘 젊은이들이 원하는 수준의 임금과 경력 기회를 국내에서 모두 찾기는 쉽지 않다. 반면 해외에서는 간호·의료, 해운, 엔지니어링, 건설, 관광·서비스 등 필리핀 인력이 경쟁력을 갖춘 분야에서 취업 기회를 찾을 수 있다.

영어 구사 능력 역시 해외취업에 유리하게 작용한다. 영어가 교육과 사회 전반에서 널리 사용되는 필리핀에서는 대학 졸업자들이 영어로 의사소통할 수 있는 경우가 많다. 이러한 언어적 배경은 영어권 국가뿐 아니라 영어를 업무 공용어로 사용하는 중동이나 아시아의 국제적인 근무환경에 적응하는 데 도움이 된다.

또 하나 중요한 것은 가족이다. 해외에서 더 높은 소득을 얻는 것은 개인의 생활수준을 높이는 데 그치지 않고 부모의 생활비, 형제자매의 교육비, 주택 마련 등 가족 전체의 경제적 상황과 연결되는 경우가 많다. 그래서 해외취업은 개인적인 성공뿐 아니라 가족을 위한 책임과 미래에 대한 투자라는 의미를 함께 갖기도 한다.


조금 더 깊이 들여다보면

첫째, 해외취업은 단순히 높은 급여를 얻기 위한 선택만은 아니다. 필리핀의 젊은 전문인력에게 해외 근무 경험은 새로운 기술과 업무방식을 배우고 국제적인 경력을 쌓을 수 있는 기회가 되기도 한다. 일정 기간 해외에서 경험을 쌓은 뒤 더 나은 조건의 직장으로 이동하거나 귀국하여 새로운 기회를 찾는 경우도 있다.

둘째, 필리핀에는 해외취업을 현실적인 선택으로 만들어 주는 사회적 기반이 형성되어 있다. 이미 해외에서 일하는 가족이나 친척, 친구와 선배들이 취업정보와 현지생활에 관한 경험을 공유하고, 오랫동안 축적된 해외고용 시스템도 해외 진출을 뒷받침해 왔다.

셋째, 해외취업에는 분명한 대가도 따른다. 가족과 오랫동안 떨어져 생활해야 하고, 새로운 문화와 근무환경에 적응해야 하며, 직종이나 국가에 따라서는 열악한 노동조건이나 고용 불안정에 직면하기도 한다. 따라서 해외취업을 단순히 성공으로 향하는 쉬운 길로 보는 것은 현실과 거리가 있다.

넷째, 필리핀의 지속적인 해외 인력 유출은 국가적으로 양면성을 갖는다. 해외근로자들의 송금은 가계와 국가경제에 중요한 역할을 하지만, 국내에서 필요로 하는 숙련인력과 전문인력이 해외로 빠져나가는 이른바 두뇌유출(brain drain) 문제를 낳을 수도 있다.


필리핀 사회를 이해하는 데 어떤 의미가 있는가

필리핀 젊은이들의 해외취업을 이해하려면 이를 개인적인 선택만으로 보아서는 안 된다. 국내의 임금과 취업 기회, 해외 노동시장의 수요, 영어 구사 능력, 가족에 대한 책임, 그리고 오랫동안 형성된 해외취업 문화가 서로 연결되어 있기 때문이다.

특히 대학을 졸업하고 전문적인 능력을 갖춘 젊은이들이 더 나은 기회를 찾아 해외로 떠나는 현상은 필리핀의 강점과 과제를 동시에 보여 준다. 국제 노동시장에서 경쟁할 수 있는 인적자원을 가지고 있다는 것은 강점이지만, 그 능력을 가진 사람들이 자신의 나라에서도 충분한 기회를 찾을 수 있도록 만드는 것 역시 필리핀 사회가 풀어야 할 중요한 과제이다.

필리핀에서 생활하면서 대학생들과 젊은 사람들을 만나다 보면 해외에서 일하는 것을 자신의 미래 가운데 하나로 생각하는 경우를 자주 접할 수 있었다. 한국에서 대학을 졸업한 젊은이가 먼저 국내 취업을 생각하는 것과 비교하면, 필리핀에서는 해외취업 자체가 훨씬 자연스러운 진로 선택처럼 느껴졌다.

그 이유를 단순히 ‘외국에 나가고 싶어서’라고 설명하기는 어렵다고 생각한다. 같은 능력과 자격을 가지고도 해외에서 훨씬 나은 보수를 받을 수 있다면 젊은 사람에게는 충분히 매력적인 선택이 될 수 있다. 더구나 필리핀에서는 개인의 취업과 소득이 부모나 형제자매의 생활과 연결되는 경우가 많기 때문에 해외취업은 개인뿐 아니라 가족의 미래를 위한 선택이 되기도 한다.

나 역시 필리핀에서 온라인 영어교육 회사를 운영하면서 이러한 현실을 어느 정도 경험하였다. 영어를 능숙하게 구사하고 교육 수준이 높은 선생님일수록 해외에서 일할 수 있는 기회가 많았고, 그만큼 좋은 선생님을 안정적으로 확보하기가 쉽지 않았다. 특히 해외에서 더 높은 급여를 받고 일한 경험이 있는 사람들은 귀국한 뒤 필리핀의 임금 수준에 맞추어 다시 취업하는 것을 꺼리는 경우도 있었다. 해외취업이 개인에게는 더 나은 기회가 될 수 있지만, 국내에서는 우수한 인력을 확보하기 어려워지는 또 다른 문제를 만들 수 있다는 것을 사업을 하면서 직접 느낄 수 있었다.

결국 많은 필리핀 젊은이들이 졸업 후 해외취업을 선택하는 가장 큰 이유는 더 높은 소득과 더 나은 경력 기회를 얻고, 이를 통해 자신과 가족의 미래를 개선할 수 있기 때문이라고 생각한다. 그러나 여기서 한 걸음 더 생각해 볼 필요가 있다. OFW들이 해외에서 쌓은 경험과 능력을 가지고 귀국했을 때 그것을 활용할 수 있는 양질의 일자리가 충분하지 않다면, 해외취업과 인재 유출의 흐름은 계속될 수밖에 없다. 해외로 나가는 길을 넓히는 것만큼이나 돌아온 사람들이 필리핀에서 다시 좋은 기회를 찾을 수 있도록 만드는 것, 그리고 젊은 인재들이 굳이 해외로 나가지 않아도 자신의 미래를 설계할 수 있는 양질의 일자리를 늘리는 것이 앞으로 필리핀 정부가 풀어야 할 중요한 국가적 숙제라고 생각한다.
