How Is Digital Technology Changing Education and Work?

Opening Question
The idea that students and teachers must be in the same classroom for learning to take place, or that employees must go to an office in order to work, is rapidly changing. With a laptop or smartphone, people can attend classes and meetings from home, and working as part of the same team with people in another city or even another country is no longer unusual.
These changes have also been taking place rapidly in the Philippines. As internet access and smartphones have expanded, more students have been able to use online classes and digital learning materials. In workplaces, email, cloud services, video conferencing, and online collaboration tools have become part of everyday work. The COVID-19 pandemic accelerated these changes dramatically.
Digital technology, however, does not provide the same opportunities to everyone. The learning environment can be very different for a student with a reliable internet connection and a computer compared with one who lacks them. In the workplace, differences in the ability to use digital technologies can also affect employment opportunities and job performance.
More recently, AI has entered both education and work at remarkable speed. Students can use AI to search for information and assist with writing, while workplaces are beginning to use it for organizing information, translation, customer service, data analysis, and many other tasks. How, then, is digital technology changing education and work in the Philippines, and what new opportunities and challenges are these changes creating?
A Short Answer
Digital technology is transforming education and work in the Philippines from activities tied to particular places and times into more flexible and connected forms of learning and employment. Students can access lessons and learning materials outside the classroom, while employees can work outside the traditional office and collaborate in real time with people in other regions and countries.
In education, online classes and digital resources have expanded the range of ways students can learn. Students who once depended largely on textbooks and classroom instruction can now access lectures and educational materials online. Teachers can also use digital platforms to distribute materials, manage assignments, and communicate with students.
The change is even more direct in the workplace. In sectors such as BPO, IT, education, design, marketing, and professional services, some work can be performed remotely. Filipino workers can increasingly remain in the Philippines while providing services to overseas companies or clients. In some fields, the traditional relationship between where a person lives and where the employer is located is becoming less restrictive.
These opportunities, however, depend on access to the internet, appropriate devices, and digital skills. As digitalization expands, the digital divide may either help reduce existing educational, income, and regional inequalities—or deepen them.
Understanding the Background
The Philippines has seen rapid growth in digitally enabled employment alongside the development of its service industries, particularly BPO and IT-enabled services. An English-speaking workforce and the growth of services for international companies have helped connect Filipino workers to the global digital economy.
Digital technologies had also been gradually entering education, but the COVID-19 pandemic greatly accelerated the process. When face-to-face classes were suspended, schools introduced various forms of distance learning, including online classes, printed learning modules, broadcasting, and digital educational materials.
This experience revealed both the possibilities and limitations of digital education. Students with reliable internet access and personal computers or tablets could make use of a wider range of online learning methods. For households without adequate devices or internet connections, however, simply participating in education could become difficult.
A similar change occurred in workplaces. During the pandemic, working from home expanded rapidly, and businesses adopted video conferencing, cloud services, and online work-management systems more extensively. Although many workplaces later returned to face-to-face operations, some industries and occupations retained hybrid arrangements combining remote and office-based work.
A Closer Look
One of the most important changes digital technology has brought to education is the diversification of access to learning materials. In the past, schools, textbooks, teachers, and libraries were the primary gateways to knowledge. Today, students can access online lectures, e-books, educational videos, and international learning platforms. This can create new possibilities for students who have limited access to high-quality educational institutions in their own regions.
Yet having more information does not automatically improve the quality of learning. The internet contains both reliable and unreliable information, and answers generated by AI are not always accurate. Education in the digital age therefore requires not only the ability to find information but also the ability to judge its reliability, evaluate it critically, and turn it into one’s own understanding.
In the workplace, digital technology is changing the geographical boundaries of employment. As online freelancing and remote work expand, Filipino professionals can increasingly work for overseas companies or clients without migrating abroad. This connects the Philippine labor market to the global economy in a different way from traditional overseas employment.
AI and automation are adding another layer of change. Some repetitive tasks, such as routine data entry or basic customer service, may increasingly be automated. At the same time, the ability to use AI effectively, evaluate its output, solve problems, and create new services may become more valuable. Digitalization should therefore be understood not simply as a question of jobs disappearing, but as a change in which tasks humans perform and which skills become more important.
What It Means for Understanding Philippine Society
Digital technology can have particular significance in a country like the Philippines, where thousands of islands and geographical distances can make travel costly and time-consuming. If part of education and work can take place online, people may have greater opportunities to study or work without necessarily moving to Metro Manila or another major city.
This creates an important possibility for reducing regional inequality. If someone living in a provincial community can access educational resources from Manila or overseas, or work for a company in another city or country without leaving home, technology can begin to bring opportunities to people rather than requiring people always to move to where opportunities are concentrated.
The opposite outcome is also possible if inequalities in internet infrastructure, devices, and digital skills are not addressed. Students from wealthier households may have access to newer computers, reliable connections, and a wide range of online educational resources, while others may struggle with basic connectivity. In the workplace, differences may also grow between those who have opportunities to learn new technologies and those who do not.
The success of digital transformation in the Philippines, therefore, cannot be measured simply by how quickly new technologies are adopted. The more important question is who can actually use those technologies and who can turn them into better opportunities for education and employment.
Dr. Ryu’s Insight
Looking back on my experience running an online English education company in the Philippines, I realize that I had a relatively early opportunity to see how digital technology could change the physical boundaries of both education and work. Our Filipino teachers were in the Philippines, while the students they taught were in China. Teachers and students did not have to enter the same classroom for English lessons to take place through the internet, and that arrangement could operate as a viable business.
At the time, video conferencing and online education platforms were far less developed and diverse than they are today, and the quality of the internet connection could directly affect the quality of a lesson. No matter how good the teacher was, it was difficult to provide a good class when the connection was unstable. That experience taught me early on that successful online education depends not only on good teachers and good content, but also on the technology and communications infrastructure needed to deliver them reliably.
The situation today is very different. Online learning and remote work have become familiar, and teaching students in another country or working for an overseas company while remaining in one’s own country is no longer particularly unusual. AI is now adding another major change, affecting how teachers prepare learning materials, how students study, and how employees write documents or analyze information. These are changes that would have been difficult for me to imagine when I was operating my online English education company.
I believe digital technology is changing education and work in the Philippines from a model in which people had to move to where education and jobs were located toward one in which at least some education and employment opportunities can come to where people live. This can be especially meaningful in an archipelagic country like the Philippines. If students living outside major cities can access classes and educational resources from Manila or abroad, and workers can work for companies in other cities or countries without leaving their hometowns, geographical distance may no longer be as absolute a limitation as it once was.
Yet, as I experienced in running an online education business, this possibility becomes real only when people have reliable internet access, suitable devices, and the skills to use them effectively. As AI becomes more deeply integrated into education and work, the ability to use digital tools to evaluate information and solve problems may become more important than simply possessing knowledge or performing repetitive tasks efficiently. For the Philippines, therefore, the most important transformation may not simply be moving classes online or increasing remote work. It may be the ability to reduce the extent to which where a person lives determines access to education and employment, while connecting individual skills to a much wider market. To me, that is the greatest potential of digital technology to transform education and work in the Philippines.

교실에 학생과 교사가 함께 있어야만 수업을 할 수 있고, 회사에 출근해야만 일을 할 수 있다는 생각은 이제 빠르게 달라지고 있다. 노트북이나 스마트폰만 있으면 집에서도 강의를 듣고 회의에 참여할 수 있으며, 다른 도시나 다른 나라에 있는 사람과 하나의 팀으로 일하는 것도 더 이상 특별한 일이 아니다.
필리핀에서도 이러한 변화는 빠르게 진행되어 왔다. 인터넷과 스마트폰이 확산되면서 온라인 강의와 디지털 학습자료를 이용하는 학생들이 늘었고, 기업에서는 이메일과 클라우드 서비스, 화상회의와 온라인 협업도구가 일상적인 업무수단으로 자리 잡았다. COVID-19 팬데믹은 이러한 변화를 더욱 빠르게 만들었다. 그러나 디지털 기술이 모든 사람에게 같은 기회를 제공하는 것은 아니다. 안정적인 인터넷과 컴퓨터를 이용할 수 있는 학생과 그렇지 못한 학생의 학습환경은 크게 다를 수 있다. 직장에서도 디지털 기술을 능숙하게 사용할 수 있는 사람과 그렇지 못한 사람 사이에 취업과 업무수행 능력의 차이가 생길 수 있다.
최근에는 여기에 AI까지 빠르게 들어오고 있다. 학생은 AI를 이용해 정보를 찾고 글을 작성할 수 있으며, 직장에서는 자료정리와 번역, 고객응대와 데이터 분석 등 다양한 업무에 AI가 활용되기 시작했다. 그렇다면 디지털 기술은 필리핀의 교육과 직장을 구체적으로 어떻게 바꾸고 있으며, 그 변화는 새로운 기회와 함께 어떤 과제를 만들고 있을까?
핵심부터 말하자면
디지털 기술은 필리핀의 교육과 직장을 특정한 장소와 시간에 묶여 있던 활동에서 보다 유연하고 연결된 형태로 변화시키고 있다. 학생은 교실 밖에서도 학습자료와 수업에 접근할 수 있고, 직장인은 사무실 밖에서 일하거나 다른 지역과 국가의 사람들과 실시간으로 협업할 수 있게 되었다.
교육에서는 온라인 수업과 디지털 자료가 학습의 범위를 넓히고 있다. 교과서와 교사의 설명에 주로 의존하던 학생도 인터넷을 통해 다양한 강의와 자료에 접근할 수 있다. 교사 역시 온라인 플랫폼을 이용해 자료를 배포하고 과제를 관리하며 학생들과 소통할 수 있다.
직장에서는 변화가 더욱 직접적이다. BPO, IT, 교육, 디자인, 마케팅과 전문서비스 같은 분야에서는 일부 업무를 원격으로 수행할 수 있고, Filipino workers가 필리핀에 있으면서 해외 기업이나 고객을 위해 일하는 기회도 확대되었다. 일자리를 얻기 위해 반드시 고용주가 있는 장소로 이동해야 한다는 전통적인 관계가 일부 분야에서 약해지고 있는 것이다. 하지만 이러한 기회는 인터넷과 기기, 디지털 역량을 갖추고 있다는 것을 전제로 한다. 따라서 디지털화가 확대될수록 digital divide가 기존의 교육·소득·지역 격차를 줄일 수도 있지만 반대로 확대할 수도 있다는 점이 중요하다.
질문의 배경 이해하기
필리핀은 서비스산업, 특히 BPO와 IT-enabled services의 성장과 함께 디지털 기술을 활용하는 직업이 빠르게 확대되어 왔다. 영어를 사용하는 노동력과 해외기업을 대상으로 한 서비스산업의 발전은 필리핀을 국제적인 디지털 업무시장과 연결하는 기반이 되었다.
교육에서도 인터넷과 디지털 기기의 활용이 점차 확대되어 왔지만 COVID-19 팬데믹은 변화의 속도를 크게 높였다. 학교가 대면수업을 중단하면서 온라인 수업, 모듈식 학습, 방송과 디지털 자료를 이용한 다양한 형태의 distance learning이 도입되었다. 이 과정은 디지털 교육의 가능성과 한계를 동시에 보여주었다. 인터넷에 안정적으로 접속할 수 있고 개인용 컴퓨터나 태블릿을 가진 학생은 비교적 다양한 온라인 학습방법을 이용할 수 있었지만, 기기와 인터넷이 부족한 가정에서는 수업에 참여하는 것 자체가 어려울 수 있었다.
직장에서도 비슷한 변화가 나타났다. 팬데믹 기간 동안 재택근무가 확대되면서 기업들은 화상회의와 클라우드, 온라인 업무관리 시스템을 적극적으로 사용하기 시작했다. 이후 대면근무가 다시 확대되었지만 일부 기업과 직종에서는 원격근무와 출근을 결합한 hybrid work가 새로운 근무방식으로 남게 되었다.
조금 더 깊이 들여다보면
디지털 기술이 교육에 가져온 중요한 변화 가운데 하나는 학습자료에 접근하는 방법이 다양해졌다는 점이다. 과거에는 학교와 교과서, 도서관이 지식에 접근하는 주요 통로였다면 이제는 학생이 온라인 강의와 전자책, 교육영상과 국제적인 학습플랫폼을 이용할 수 있다. 지역적으로 좋은 교육기관에 접근하기 어려운 학생에게는 새로운 가능성이 될 수 있다.
그러나 자료가 많다고 해서 반드시 학습의 질이 높아지는 것은 아니다. 인터넷에는 신뢰할 수 있는 정보와 그렇지 않은 정보가 함께 존재하며, AI가 생성한 답변 역시 항상 정확한 것은 아니다. 앞으로의 교육에서는 정보를 찾는 능력뿐 아니라 그 정보가 믿을 만한지 판단하고 자신의 생각으로 재구성하는 능력이 더욱 중요해질 것이다.
직장에서는 디지털 기술이 업무의 공간적 경계를 바꾸고 있다. 온라인 프리랜싱과 원격근무가 확대되면서 Filipino professionals가 해외로 이주하지 않고도 외국기업이나 고객을 대상으로 일할 가능성이 커졌다. 이는 해외취업과는 다른 형태로 필리핀 노동시장을 세계시장과 연결한다.
AI와 자동화는 또 다른 변화를 가져오고 있다. 반복적인 자료입력이나 단순 고객응대 같은 일부 업무는 자동화될 수 있는 반면, AI를 효과적으로 활용하고 결과를 검토하거나 새로운 서비스를 만드는 능력의 중요성은 커질 수 있다. 따라서 디지털화는 단순히 일자리를 없애는 문제라기보다 어떤 업무가 사람에게 남고 어떤 새로운 능력이 요구될 것인가의 문제로 볼 필요가 있다.
필리핀 사회를 이해하는 데 어떤 의미가 있는가
디지털 기술은 필리핀처럼 섬이 많고 지역 간 이동에 시간과 비용이 많이 드는 나라에서 특별한 의미를 가질 수 있다. 교육과 업무의 일부가 온라인으로 가능해지면 사람이 반드시 Metro Manila나 주요 도시로 이동하지 않고도 교육이나 취업기회를 얻을 가능성이 커진다. 이것은 지역격차를 줄일 수 있는 중요한 기회이다.
지방에 살면서 Manila의 교육기관이나 해외의 학습자료를 이용하고, 지역을 떠나지 않은 채 다른 도시나 해외의 기업을 위해 일할 수 있다면 기회가 있는 곳으로 사람이 이동하는 대신 디지털 기술을 통해 기회가 사람에게 이동하는 구조도 가능해질 수 있다. 그러나 인터넷 인프라와 기기, 디지털 역량의 격차가 해결되지 않는다면 반대의 결과도 나타날 수 있다. 경제적으로 여유 있는 가정의 학생은 최신 컴퓨터와 안정적인 인터넷, 다양한 온라인 교육을 이용하는 반면 그렇지 못한 학생은 기본적인 접속조차 어려울 수 있다. 직장에서도 새로운 기술을 배우는 기회를 가진 사람과 그렇지 못한 사람 사이의 격차가 커질 수 있다.
따라서 필리핀에서 디지털 전환의 성공은 새로운 기술을 얼마나 빨리 도입하는가만으로 판단하기 어렵다. 그 기술을 누가 이용할 수 있고, 그것을 통해 누가 더 나은 교육과 일자리를 얻을 수 있는가가 더 중요한 문제이다.
Dr. Ryu’s Insight
내가 필리핀에서 온라인 영어교육회사를 운영했던 경험을 돌아보면, 디지털 기술이 교육과 일의 공간을 어떻게 바꿀 수 있는지를 비교적 일찍 경험했던 것 같다. 우리 회사의 Filipino teachers는 필리핀에 있었지만 수업을 받는 학생들은 중국에 있었다. 교사와 학생이 한 번도 같은 교실에 들어가지 않아도 인터넷을 통해 영어수업이 이루어졌고, 그것이 하나의 사업이 될 수 있었다.
당시에는 지금처럼 화상회의와 온라인 교육 플랫폼이 다양하지 않았고 인터넷 상태가 수업의 질에 직접적인 영향을 주는 경우도 많았다. 연결상태가 좋지 않으면 아무리 좋은 교사가 있어도 제대로 된 수업을 하기 어려웠다. 이 경험을 통해 나는 일찍부터 온라인 교육에서 중요한 것은 좋은 콘텐츠와 교사만이 아니라 그것을 안정적으로 전달할 수 있는 기술과 통신환경이라는 점을 알게 되었다.
지금은 상황이 훨씬 달라졌다. 온라인 강의와 원격근무가 익숙해졌고, 한 나라에 있으면서 다른 나라의 학생을 가르치거나 외국기업을 위해 일하는 것도 더 이상 특별한 일이 아니다. 여기에 AI까지 더해지면서 교사가 수업자료를 만들고, 학생이 공부하고, 직원이 문서를 작성하거나 정보를 분석하는 방법까지 빠르게 달라지고 있다. 내가 온라인 영어교육회사를 운영하던 당시에는 상상하기 어려웠던 변화이다.
나는 디지털 기술이 필리핀의 교육과 직장을 ‘사람이 교육과 일자리를 찾아 이동하던 방식’에서 ‘교육과 일자리의 일부가 사람에게 찾아오는 방식’으로 변화시키고 있다고 생각한다. 특히 수많은 섬으로 이루어진 필리핀에서는 이러한 변화의 의미가 더욱 클 수 있다. 지방에 사는 학생이 Manila나 해외의 교육자료와 수업을 이용하고, 직장인이 고향을 떠나지 않고도 다른 도시나 해외의 기업을 위해 일할 수 있다면 거리는 이전만큼 절대적인 제약이 되지 않을 것이다.
그러나 내가 온라인 영어교육회사를 운영하면서 직접 경험했듯이 이러한 가능성은 안정적인 인터넷과 적절한 기기, 그리고 그것을 활용할 수 있는 능력이 갖추어졌을 때 비로소 현실이 된다. 앞으로 AI까지 교육과 업무에 더욱 깊이 들어오면 단순히 지식을 많이 알고 반복적인 업무를 잘하는 것보다 디지털 도구를 활용해 정보를 판단하고 문제를 해결하는 능력이 더욱 중요해질 것이라고 생각한다. 따라서 필리핀에서 디지털 기술이 가져올 가장 중요한 변화는 단순히 수업을 온라인으로 옮기거나 재택근무를 늘리는 데 있지 않다. 어디에 살고 있는가가 교육과 직업의 기회를 결정하던 제약을 줄이고, 개인이 가진 능력을 더 넓은 시장과 연결할 수 있게 만드는 것, 나는 그것이 디지털 기술이 필리핀의 교육과 직장을 변화시키는 가장 큰 가능성이라고 생각한다.
