What Values Best Explain Filipino Society Today?

Certain ideas appear repeatedly when people try to explain Filipino society. They include the importance of family, bayanihan—helping one another in times of need—pakikisama, or maintaining harmonious relationships with others, paggalang, or showing respect, and hiya, the awareness of how one’s behavior may be perceived by others.
These values have long been used to describe traditional Filipino culture. Yet the Philippines today is not the same society it once was. Urban areas, including Metro Manila, have expanded rapidly, millions of Filipinos live and work overseas, and younger generations encounter global cultures and values in real time through smartphones and social media. Traditional values centered on family and community now coexist with modern values that place greater emphasis on individual choice and personal achievement.
Do these traditional values still help us understand how Filipinos think and behave today? Or are they gradually being replaced as Philippine society changes?
What values, then, best explain Filipino society today?
A Short Answer
It is difficult to explain Filipino society today through any single value. Yet among the values that remain particularly important are a strong orientation toward family, an emphasis on interpersonal relationships, and a tendency toward mutual support and adaptation in times of difficulty.
Family remains perhaps the most important starting point. Decisions about employment, money, and even whether to work overseas may be closely connected with family circumstances. Relationships extending beyond parents and children to siblings and relatives can have considerable influence on an individual’s life.
Relationship-centered values such as pakikisama and paggalang also remain relevant. Rather than focusing only on expressing one’s own position, people may consider how their words and actions affect relationships with others, while appropriate respect toward elders or superiors can remain socially important.
These values, however, are not necessarily expressed in exactly the same ways as in the past. Among younger generations, personal happiness, career development, self-expression, and individual choice have become increasingly important. The key to understanding Filipino values today is therefore not that traditional values are disappearing, but that they are coexisting with newer values and being expressed in changing ways.
Understanding the Background
To understand Filipino values, it is important to recognize that family and community have long played central roles in individual life. In circumstances where formal social protection was limited, families and relatives often served as essential support networks in times of financial difficulty, illness, education, employment, and other major life events.
In such an environment, maintaining relationships could have practical as well as emotional importance. Pakikisama, or the effort to maintain harmonious relations with others; paggalang, or respect for another person’s position and feelings; and bayanihan, the tradition of mutual assistance within a community, can all be understood within this broader relationship-centered social context.
Overseas migration illustrates family-centered values in another way. Many OFWs live apart from their families for long periods while continuing to support parents, children, siblings, and other relatives in the Philippines. Physical distance does not necessarily weaken family responsibility; economic and emotional ties can continue across national borders.
At the same time, urbanization, higher levels of education, women’s participation in the workforce, overseas experience, and the spread of the internet and social media have expanded individual choices. Younger Filipinos, in particular, may respect family expectations while also placing greater importance on making their own decisions about careers, marriage, and ways of life.
A Closer Look
One important point in understanding Filipino values is that they should not be treated as completely separate concepts. Family orientation, pakikisama, paggalang, hiya, and bayanihan often overlap and interact in everyday life.
For example, when an important family decision involves not only an individual’s preferences but also the circumstances of parents or siblings, family orientation and a sense of relational responsibility may operate together. In the workplace, choosing to discuss a problem privately rather than criticizing someone publicly may reflect concern for the other person’s feelings, dignity, and the continuing relationship.
Bayanihan also need not be understood only through the traditional image of villagers physically carrying a house together. Its underlying spirit of mutual assistance can also be seen when neighbors and communities help one another after disasters or when relatives living elsewhere provide financial and practical support during difficult times.
At the same time, these values should never be treated as fixed rules that determine the behavior of every Filipino. Their expression varies according to generation, region, social class, education, and international experience. Cultural values are better understood not as laws that automatically determine behavior, but as a framework for understanding what kinds of choices, relationships, and behavior may be considered socially important.
What It Means for Understanding Philippine Society
Understanding the importance of family and relationships can make certain patterns of behavior in Philippine society easier for outsiders to interpret. Family involvement in decisions about careers or income, long-term financial support from relatives working overseas, and efforts to avoid direct confrontation in interpersonal relationships all have broader social and cultural contexts.
At the same time, treating Filipino values as fixed traditions would also fail to describe contemporary society accurately. Young Filipinos may value family and community while simultaneously pursuing their own careers, happiness, and personal choices. Social media has expanded opportunities for self-expression, while overseas employment and global cultural exchange have exposed people to different ways of thinking about individual life.
Philippine society today can therefore be understood as a society that is not simply choosing between tradition and modernity, family and the individual, or community and personal achievement, but is continually negotiating a new balance among them.
Even amid these changes, family and interpersonal relationships continue to occupy an important place. The way these values are expressed may change, but the question of how an individual lives within relationships with others continues to influence many personal choices.
Dr. Ryu’s Insight
Having lived in the Philippines for many years and met people from many different backgrounds, I find it difficult to explain Filipino society through any single value. I saw the importance people placed on family, experienced the emphasis given to relationships and respect, and observed people helping one another in difficult situations. At the same time, I also met young people who actively pursued their own futures and personal success.
Still, if I had to choose one starting point for understanding Filipino society today, I would begin with family. In conversations with people I knew, discussions about work, money, overseas employment, and future plans often eventually became discussions about family. The desire to build a better life for oneself and the desire to support one’s parents or siblings were not necessarily separate goals.
Yet I do not think Filipino society can be explained by family orientation alone. What I find particularly interesting is that the importance of relationships that begins within the family seems, to some extent, to extend into the way people deal with others around them. The way someone speaks to another person at work, the respect shown toward elders or superiors, and attempts to resolve disagreement without completely damaging a relationship can all reflect the importance placed on maintaining interpersonal ties.
Of course, I do not believe that all Filipinos behave in the same way. Even between 2007, when I first went to the Philippines, and 2021, when I returned to Korea, I could see considerable changes in the lifestyles of younger generations. Valuing family while making more active choices about one’s own career and happiness, or respecting parents while expressing one’s own views, will probably become increasingly natural.
For this reason, I believe Filipino society today is best understood not through one traditional value alone, but through the continuing importance of family-centered relationships alongside a growing desire to shape one’s own life within those relationships. Values such as family orientation, pakikisama, paggalang, and bayanihan are not simply disappearing; rather, the ways in which they are expressed are changing as society changes. The Philippines I experienced was neither a society in which “we” always came before “I,” nor one in which “I” had completely replaced “we.” It was a society where family and relationships remained important while individual choice was gradually becoming stronger within them. To me, that balance—and the way it continues to change—is one of the most useful ways to understand Filipino society today.

필리핀 사회를 설명할 때 자주 등장하는 말들이 있다. 가족을 중요하게 생각한다는 이야기, 어려운 일이 생기면 서로 돕는 bayanihan, 다른 사람과 원만한 관계를 유지하려는 pakikisama, 상대방을 존중하는 paggalang, 그리고 자신의 행동이 다른 사람에게 어떻게 보일지를 의식하는 hiya 등이 대표적이다.
이러한 가치들은 전통적인 Filipino values를 설명할 때 오랫동안 사용되어 왔다. 그러나 오늘날의 필리핀은 과거와 같은 사회가 아니다. Metro Manila를 비롯한 도시지역은 빠르게 성장했고, 수많은 사람들이 해외에서 생활하고 있으며, 젊은 세대는 스마트폰과 소셜미디어를 통해 세계의 문화와 가치관을 실시간으로 접한다. 가족과 공동체를 중시하는 전통적인 가치와 개인의 선택과 성취를 강조하는 현대적인 가치가 동시에 존재하는 사회가 된 것이다.
그렇다면 오늘날 Filipinos의 행동을 이해하려 할 때 전통적인 가치들은 여전히 유효할까? 아니면 사회가 변화하면서 전혀 다른 가치들이 그 자리를 대신하고 있을까?

핵심부터 말하자면
오늘날의 필리핀 사회를 하나의 가치만으로 설명하기는 어렵다. 그러나 여러 가치 가운데 중심에 놓여 있는 것은 여전히 가족을 중요하게 생각하는 태도, 사람 사이의 관계를 중시하는 문화, 그리고 어려움 속에서도 서로 돕고 적응해 나가는 공동체적 성향이라고 볼 수 있다.
가족은 그중에서도 가장 중요한 출발점이다. 직업을 선택하고 돈을 사용하며 해외에서 일할 것인지 결정하는 문제까지 개인의 선택이 가족의 상황과 연결되는 경우가 많다. 부모와 자녀뿐 아니라 형제자매와 친척까지 포함하는 관계가 개인의 생활에 상당한 영향을 미친다.
여기에 pakikisama와 paggalang 같은 관계 중심의 가치가 더해진다. 자신의 의견만 분명하게 주장하기보다 상대방과의 관계를 고려하고, 연장자나 상사에게 적절한 예의를 표현하는 것이 중요하게 여겨질 수 있다.
그러나 이러한 가치가 과거와 똑같은 모습으로 유지되고 있는 것은 아니다. 젊은 세대에서는 개인의 행복과 경력, 자기표현과 선택도 점점 중요해지고 있다. 따라서 오늘날 Filipino values의 특징은 전통적인 가치가 사라지고 있다기보다 새로운 가치와 공존하면서 그 표현방식이 달라지고 있다는 점에서 찾아야 한다.
질문의 배경 이해하기
필리핀의 가치관을 이해하기 위해서는 가족과 공동체가 오랫동안 개인의 삶에서 중요한 역할을 해왔다는 점을 먼저 볼 필요가 있다. 국가의 사회보장제도가 충분하지 않았던 환경에서는 가족과 친족이 경제적 어려움이나 질병, 교육과 취업 같은 문제를 함께 해결하는 중요한 안전망 역할을 해왔다.
이러한 환경에서 관계를 유지하는 것은 단순히 인간적으로 좋은 일이 아니라 실제 생활에도 중요한 의미를 가질 수 있었다. Pakikisama처럼 다른 사람과 원만하게 지내려는 태도, paggalang처럼 상대방의 위치와 감정을 존중하는 태도, bayanihan처럼 공동체 구성원들이 서로 돕는 전통도 이러한 관계 중심의 사회와 연결되어 이해할 수 있다.
해외이주 역시 가족 중심의 가치를 다른 방식으로 보여준다. 많은 OFW가 오랫동안 가족과 떨어져 생활하면서도 본국의 부모와 자녀, 형제자매를 경제적으로 지원한다. 물리적으로는 가족과 멀리 떨어져 있지만 경제적·정서적인 관계는 오히려 국경을 넘어 유지되는 것이다.
그러나 도시화와 교육수준의 향상, 여성의 경제활동, 해외생활, 인터넷과 소셜미디어의 확산은 개인의 선택을 확대하였다. 특히 젊은 세대에게는 가족의 기대를 존중하면서도 자신의 직업과 결혼, 생활방식을 스스로 결정하려는 생각이 점점 더 중요해지고 있다.
조금 더 깊이 들여다보면
Filipino values를 이해할 때 주의할 점은 각각의 가치를 서로 독립된 개념으로 생각하지 않는 것이다. 가족 중심성, pakikisama, paggalang, hiya, bayanihan은 실제 생활에서 서로 연결되어 나타나는 경우가 많다.
예를 들어 가족의 중요한 결정을 할 때 개인의 희망만 고려하지 않고 부모나 형제자매의 상황을 생각한다면 가족 중심성과 관계에 대한 책임이 함께 작동한다. 직장에서 다른 사람을 공개적으로 비판하기보다 개별적으로 이야기하려 한다면 상대방의 감정과 관계, 체면을 함께 고려하는 행동으로 볼 수 있다.
Bayanihan 역시 반드시 전통적인 마을에서 사람들이 집을 함께 옮기는 모습으로만 이해할 필요는 없다. 재난이 발생했을 때 이웃과 지역사회가 서로 돕거나 해외의 가족과 친척이 경제적으로 지원하는 모습에서도 공동체적 상호지원의 성격을 찾을 수 있다.
하지만 이러한 가치들을 모든 Filipino에게 동일하게 적용되는 행동규칙처럼 생각해서는 안 된다. 도시와 농촌, 세대와 사회계층, 교육과 해외경험에 따라 가치가 표현되는 방식은 달라질 수 있다. 문화적 가치는 사람의 행동을 자동으로 결정하는 법칙이라기보다 어떤 선택과 행동이 사회적으로 중요하게 받아들여지는지를 이해하게 해주는 하나의 틀이라고 보는 편이 적절하다.
필리핀 사회를 이해하는 데 어떤 의미가 있는가
필리핀 사회에서 가족과 관계가 중요하다는 사실을 이해하면 외부인의 눈에는 이해하기 어려웠던 행동도 조금 다르게 보일 수 있다. 개인의 직업이나 소득에 관한 결정에 가족이 깊이 관여하거나, 해외에서 일하는 사람이 오랫동안 가족을 경제적으로 지원하고, 인간관계에서 직접적인 충돌을 피하려는 행동에도 나름의 사회적 배경이 존재한다.
그러나 Filipino values를 고정된 전통으로만 바라보는 것도 현실을 제대로 설명하지 못한다. 오늘날 젊은 Filipinos는 가족과 공동체를 중요하게 생각하면서도 자신의 경력과 행복, 개인적 선택을 동시에 추구한다. 소셜미디어는 자기표현의 공간을 넓혔고 해외취업과 세계적인 문화교류는 다른 가치관을 접할 기회를 증가시켰다.
따라서 오늘날의 필리핀 사회는 전통과 현대, 가족과 개인, 공동체와 자기성취 가운데 어느 하나를 선택하고 있는 사회라기보다 그 사이에서 새로운 균형을 만들어 가고 있는 사회라고 볼 수 있다.
이러한 변화 속에서도 가족과 인간관계가 계속 중요한 위치를 차지하고 있다는 점은 필리핀 사회를 이해하는 중요한 단서가 된다. 가치의 표현방식은 달라져도 “나는 다른 사람들과 어떤 관계 속에서 살아가는가”라는 질문이 개인의 선택에 미치는 영향은 여전히 크다.

필리핀에서 오랫동안 생활하면서 다양한 사람들을 만났지만, 나는 Filipino society를 하나의 가치만으로 설명하기는 어렵다고 생각한다. 가족을 중요하게 생각하는 모습도 많이 보았고, 사람 사이의 관계와 예의를 중시하는 모습도 경험하였다. 어려운 상황에서 서로 돕는 모습도 있었고, 반대로 개인의 미래와 성공을 적극적으로 추구하는 젊은 사람들도 만날 수 있었다.
그래도 나에게 오늘날의 필리핀 사회를 이해하기 위한 하나의 출발점을 고르라고 한다면 가족을 먼저 생각하게 된다. 내가 만났던 직원이나 학생들과 이야기하다 보면 직업과 돈, 해외취업과 미래계획에 대한 이야기가 결국 가족 이야기로 이어지는 경우가 많았다. 자신이 더 나은 삶을 살고 싶다는 생각과 부모나 형제자매를 돕고 싶다는 생각이 반드시 서로 분리되어 있지는 않았다.
그러나 내가 생각하는 Filipino society의 특징은 가족 중심성 하나로 끝나지 않는다. 가족에서 시작된 관계의 중요성이 주변 사람들과의 관계를 대하는 방식으로도 어느 정도 확장되어 나타난다는 점이 흥미롭다. 직장에서 상대방에게 어떤 방식으로 이야기하는지, 연장자나 상사에게 어떻게 예의를 표현하는지, 갈등이 생겼을 때 관계를 완전히 깨뜨리지 않으면서 문제를 해결하려는 태도에서도 관계를 중요하게 생각하는 문화의 흔적을 볼 수 있었다.
물론 필리핀 사람들이 모두 똑같이 행동한다고 생각하지는 않는다. 특히 내가 처음 필리핀에 갔던 2007년과 한국으로 돌아온 2021년 사이에도 젊은 세대의 생활방식은 상당히 변하였다. 가족을 중요하게 생각하면서도 자신의 직업과 행복을 더 적극적으로 선택하고, 부모를 존중하면서도 자신의 의견을 표현하려는 모습은 앞으로 더욱 자연스러워질 것이라고 생각한다.
그래서 오늘날 Filipino society를 가장 잘 설명하는 것은 하나의 전통적인 가치라기보다 가족을 중심으로 형성된 관계의 중요성과, 그 관계를 유지하면서도 개인의 삶을 스스로 만들어 가려는 변화가 동시에 존재한다는 점이라고 생각한다. 가족, pakikisama, paggalang, bayanihan 같은 가치들은 사라지고 있다기보다 새로운 사회환경에 맞게 표현되는 방식이 달라지고 있는 것이다. 결국 내가 필리핀에서 경험한 사회는 ‘나’보다 항상 ‘우리’가 먼저인 사회도 아니었고, 그렇다고 ‘우리’보다 ‘나’만을 앞세우는 사회도 아니었다. 가족과 관계를 중요하게 생각하면서 그 안에서 개인의 선택이 점점 커지고 있는 사회, 그것이 현재의 필리핀을 이해하는 데 가장 중요한 변화 가운데 하나라고 생각한다.
