The Role of Environmental NGOs in the Environmental Impact Assessment Process

Protecting the environment is not simply about studying nature. It begins with understanding people—their participation, their trust, and their willingness to shape a better future together.

환경을 보호하는 일은 자연을 연구하는 것에서 끝나지 않는다. 사람들의 참여와 신뢰를 이해하는 것에서 비로소 시작된다.


서문 (Introduction)

이 논문은 일본 동경공업대학교(Tokyo Institute of Technology)에서 수행한 나의 박사학위 연구이다. 연구의 출발점은 단순했다.

“환경영향평가제도의 주민참여 절차는 정말 더 나은 의사결정을 만들어 주고 있는가?”

개발사업이 추진될 때에는 환경에 미치는 영향을 최소화하기 위해 환경영향평가를 실시한다. 그러나 실제 현장에서는 주민과 사업자, 행정기관 사이의 갈등이 반복되고 있었다. 나는 그 원인이 환경영향평가 제도 자체보다, 그 과정에서 이루어지는 사람들의 참여와 소통이 충분하지 않았기 때문이라고 생각했다. 그래서 환경영향평가 제도의 절차적 측면에 주목하게 되었다.

특히 환경영향평가 절차에서 지역 환경 NGO는 주민과 행정기관, 사업자를 연결하는 중요한 역할을 수행할 수 있음에도 불구하고, 당시에는 그 역할에 대한 실증적인 연구가 거의 이루어지지 않고 있었다.

이 연구는 이러한 문제의식에서 출발하여 일본의 환경영향평가 제도 속에서 환경 NGO가 어떠한 역할을 수행하고, 그 역할을 충분히 발휘하기 위해서는 어떠한 조건이 필요한지를 밝히고자 하였다.

This dissertation presents my doctoral research conducted at the Tokyo Institute of Technology, Japan.

The study began with a simple question:

“Does the public participation process in Environmental Impact Assessment (EIA) truly lead to better decision-making?”

Environmental Impact Assessment is intended to minimize the environmental impacts of development projects. In practice, however, conflicts frequently arise among local residents, project developers, and government agencies. I came to believe that the root of these conflicts lay not so much in the EIA system itself, but in the lack of meaningful participation and communication throughout the decision-making process.

This realization led me to focus on the procedural aspects of Environmental Impact Assessment.

In particular, I became interested in the role of Environmental Non-Governmental Organizations (Environmental NGOs). Although local environmental NGOs were capable of serving as important bridges between citizens, government authorities, and project proponents, there had been very little empirical research examining their actual role within the EIA process.

This dissertation was undertaken to explore how Environmental NGOs function within Japan’s Environmental Impact Assessment system and to identify the conditions necessary for them to play their role more effectively.


연구 목적 (Research Objectives)

본 연구는 다음과 같은 질문에 답하고자 하였다.

  • 환경영향평가 과정에서 환경 NGO는 어떠한 역할을 수행하는가?
  • 현행 환경영향평가제도의 주민참여 절차는 의사결정 과정에 어떠한 영향을 미치는가?
  • 환경 NGO가 그 역할을 효과적으로 수행하기 위해 필요한 조건은 무엇인가?
  • 주민참여와 정보공개는 갈등을 줄이고 보다 나은 의사결정을 이루는 데 어떠한 역할을 하는가?

This study was designed to address the following research questions:

  • What roles do Environmental NGOs play in the Environmental Impact Assessment (EIA) process?
  • How does the current public participation process within Japan’s Environmental Impact Assessment system influence decision-making?
  • What conditions are necessary for Environmental NGOs to perform their roles effectively?
  • How do public participation and information disclosure contribute to reducing conflicts and improving decision-making?

연구 방법 (Research Methods)

연구는 일본에서 실제로 추진된 개발사업의 사례를 중심으로 수행되었다.

대표 사례로 오키나와 아와세 간척개발사업나고야 후지마에 갯벌 매립사업을 선정하였다. 각 사례의 환경영향평가 절차를 분석하고, 사업자와 행정기관, 환경 NGO 관계자들을 직접 인터뷰하여 이해관계자들의 상호작용을 비교·분석하였다.


주요 연구결과 (Major Findings)

1. 환경 NGO의 세 가지 핵심 역할

환경 NGO는 단순히 개발사업에 반대하는 단체가 아니라, 환경영향평가 과정에서 다음과 같은 역할을 수행하고 있었다.

  • 감시자로서의 역할
    사업자가 제공하는 환경영향평가 정보가 지역의 환경현황을 적절하게 조사·예측·평가하고 있는지를 검토하고 감시한다.
  • 정보제공자로서의 역할
    지역에서 활동하며 축적한 환경정보와 조사자료를 사업자와 행정기관 등에게 제공한다.
  • 압력행사자로서의 역할
    환경영향평가에 문제가 있음에도 절차가 그대로 진행되는 경우, 주민의 관심과 여론을 환기하고 의사결정자에게 충분한 환경적 고려를 요구한다.

2. 초기 주민참여의 중요성

주민참여는 사업의 초기 단계부터 이루어질수록 갈등을 줄이고 의사결정의 질을 높이는 데 도움이 된다.

3. 환경 NGO 네트워크의 중요성

환경 NGO 간의 협력과 정보공유를 위한 네트워크는 효과적인 주민참여와 역할 수행을 위한 핵심 요소이다.

4. 정보공개와 투명성의 중요성

충분한 정보공개와 투명한 의사결정 과정은 이해관계자 간의 사회적 신뢰를 형성하는 중요한 기반이다.

This study identified the following key findings.

1. Three Key Roles of Environmental NGOs

Environmental NGOs were found to play roles that went far beyond simply opposing development projects. Within the Environmental Impact Assessment process, they performed three major functions:

  • Monitoring Role
    They reviewed and monitored whether the environmental information provided by project proponents properly investigated, predicted, and evaluated local environmental conditions.
  • Information-Providing Role
    They provided project proponents, government agencies, and other stakeholders with local environmental information and research findings accumulated through their activities.
  • Advocacy and Pressure Role
    When the EIA process continued despite significant deficiencies, they raised public awareness and urged decision-makers to ensure that environmental concerns were properly addressed.

2. Importance of Early Public Participation

Public participation is more effective when it begins at an early stage of a project. Early involvement can help reduce conflict and improve the quality of decision-making.

3. Importance of Environmental NGO Networks

Cooperation and information-sharing networks among environmental NGOs are essential for effective public participation and for enabling NGOs to perform their roles successfully.

4. Importance of Information Disclosure and Transparency

Adequate information disclosure and transparent decision-making processes provide an essential foundation for building trust among stakeholders.


연구의 의의 (Research Significance)

이 연구는 환경영향평가를 단순한 기술적 평가 절차가 아니라, 다양한 이해관계자가 함께 참여하는 사회적 의사결정 과정으로 바라보았다는 점에서 의미가 있었다.

이후 나의 연구 관심은 주민참여(Public Participation), 사회적 합의형성(Consensus Building), 주민수용성(Social Acceptance), 그리고 최근의 해상풍력사업 주민수용성 연구로 자연스럽게 확장되었다.

돌이켜 보면 지난 30여 년간 수행해 온 나의 연구는 모두 이 논문에서 출발했다고 말할 수 있다.

This study was significant in that it viewed Environmental Impact Assessment not merely as a technical evaluation procedure, but as a social decision-making process involving diverse stakeholders.

My research interests later expanded naturally into Public Participation, Consensus Building, Social Acceptance, and, more recently, the social acceptance of offshore wind power projects.

Looking back, I can say that the research I have pursued over the past three decades began with this dissertation.

Reflection

지금 돌아보면 나의 박사학위 논문은 미흡한 점이 무척 많다.

박사학위를 받은 많은 사람들이 시간이 지나면 자신의 논문을 다시 들여다보지 않는다고 한다. 박사학위를 막 받았을 때는 그 말의 의미를 잘 이해하지 못했다. 그러나 시간이 흐른 지금은 왜 그런 말을 하는지 충분히 알 것 같다. 당시에는 최선이라고 생각했던 연구도 시간이 지나면 부족한 점과 아쉬운 부분이 먼저 눈에 들어오기 때문이다. 하지만 바로 그러한 시작이 있었기에 이후의 연구도 가능했을 것이다.

아주 단순하게 비유하자면, 운전면허를 취득했다고 해서 곧바로 훌륭한 운전자가 되는 것은 아니다. 면허는 이제 스스로 운전할 수 있다는 자격을 인정받는 과정일 뿐이며, 진정한 운전은 그 이후의 경험 속에서 완성되어 간다. 박사학위도 이와 크게 다르지 않다고 생각한다. 박사학위는 연구가 끝났음을 의미하는 것이 아니라, 독립적인 연구를 시작할 수 있는 연구자로 인정받는 출발점에 더 가깝다. 그래서 나는 이 논문를 하나의 완성된 연구라기보다, 이후 30여 년 동안 이어질 연구의 첫 번째 페이지였다고 생각한다.

당시 나는 환경영향평가 제도 속에서 환경 NGO의 역할을 연구하고 있었다. 그러나 연구를 계속할수록 관심의 중심은 점차 제도에서 사람으로 옮겨가기 시작했다.

사람들은 어떻게 의사결정에 참여하는가.

어떻게 서로를 이해하고 신뢰를 쌓아 가는가.

그리고 어떻게 함께 더 나은 결정을 만들어 갈 수 있는가.

환경을 연구한다고 생각했지만, 결국 내가 연구하고 있었던 것은 사람이었다.

그 질문은 주민참여(Public Participation), 사회적 합의형성(Consensus Building), 주민수용성(Social Acceptance) 연구로 이어졌고, 오늘날 해상풍력 주민수용성 연구에서도 여전히 같은 질문으로 이어지고 있다.

“사람과 환경은 어떻게 함께 지속가능한 미래를 만들어 갈 수 있을까?”

30여 년이 지난 지금도 나는 여전히 그 질문에 대한 답을 찾아가는 여정을 계속하고 있다.

Looking back now, I can clearly see that my doctoral dissertation had many limitations.

People often say that once they earn a Ph.D., they rarely go back and read their dissertation again. When I had just completed my degree, I did not fully understand what they meant. But after more than thirty years, I understand it completely. What once seemed like the best work I could produce now reveals many weaknesses and areas that could have been improved.

Yet, without that imperfect beginning, none of the research that followed would have been possible.

A simple analogy comes to mind. Receiving a driver’s license does not make someone an excellent driver overnight. It simply certifies that the person is qualified to begin driving independently. Real experience comes afterward.

I believe a doctoral degree is much the same.

A Ph.D. does not mark the end of research; rather, it signifies the beginning of an independent research career.

For that reason, I do not regard this dissertation as the culmination of my academic work. Instead, I see it as the very first page of a research journey that has continued for more than three decades.

At that time, my research focused on the role of environmental NGOs within the Environmental Impact Assessment (EIA) process. However, the longer I continued my research, the more my attention shifted—from institutions to people.

How do people participate in decision-making?

How do they build understanding and trust?

And how can they create better decisions together?

Although I believed I was studying the environment, I eventually realized that what I had truly been studying was people.

Those questions naturally led my research toward Public Participation, Consensus Building, and Social Acceptance. Even today, through my work on the social acceptance of offshore wind power development, I continue to ask the very same question.

“How can people and the environment work together to create a truly sustainable future?”

More than thirty years have passed since I began this journey, and I am still searching for the answer.
