Consensus Building is the process through which people with different interests work together to shape a shared future through dialogue.

사회적 합의형성은 서로 다른 이해관계를 가진 사람들이 대화를 통해 함께 미래를 설계하는 과정이다.


연구 참여 배경

본 연구는 당시 지도교수였던 하라시나 사치히코(Professor Sachihiko Harashina) 교수의 연구실에서 수행한 공동연구 프로젝트로, 나는 박사과정 학생의 신분으로 참여하였다. 연구는 환경보전과 지역경제 발전이라는 서로 다른 가치가 충돌할 수 있는 지역에서, 다양한 이해관계자들이 정보를 공유하고 대화를 통해 사회적 합의를 형성할 수 있도록 회의 방법론(Meeting Methodology)을 개발하고 검토하는 것을 목적으로 하였다.

하라시나 교수는 환경영향평가와 전략환경평가를 중심으로 정보공개, 주민참여, 사회적 합의형성, 그리고 지속가능한 의사결정 과정에 관한 연구를 폭넓게 수행해 왔다. 그의 연구에서는 환경영향평가를 단순한 기술적 분석이 아니라, 이해관계자들이 정보를 공유하고 계획과 의사결정에 참여하는 사회적 과정으로 바라보는 관점이 중요하게 다루어졌다.

나는 그의 지도 아래 환경문제를 분석할 때 과학적·기술적 타당성만을 살펴보는 것으로는 충분하지 않다는 점을 배웠다. 좋은 정책과 계획을 만들기 위해서는 정확한 정보가 공개되어야 하고, 다양한 주체에게 참여할 기회가 주어져야 하며, 서로 다른 의견을 조정할 수 있는 공정한 과정이 마련되어야 했다.

특히 이 프로젝트에 참여하면서 주민참여의 다음 단계에 대해 생각하게 되었다. 주민들이 의사결정 과정에 참여하는 것만으로는 갈등이 자연스럽게 해결되지 않는다. 참여한 사람들이 어떠한 방식으로 정보를 나누고, 서로의 입장을 이해하며, 납득할 수 있는 결론을 만들어 가는지가 더욱 중요했다.

이러한 연구 경험은 환경영향평가 제도와 주민참여에 머물러 있던 나의 관심을 사회적 합의형성으로 확장하는 계기가 되었다. 또한 이후 주민수용성(Social Acceptance)을 연구할 때에도, 결과에 대한 찬반만큼이나 의사결정 과정의 투명성과 공정성, 그리고 지역사회의 신뢰가 중요하다는 관점을 갖게 해 주었다.

Background to My Participation in the Research

This study formed part of a collaborative research project conducted in the laboratory of my academic supervisor, Professor Sachihiko Harashina, in which I participated as a doctoral student. The project sought to develop and examine meeting methodologies through which stakeholders with different interests could share information, engage in dialogue, and work toward social consensus in regions where environmental conservation and economic development might come into conflict.

Professor Harashina conducted extensive research on Environmental Impact Assessment and Strategic Environmental Assessment, together with related themes such as information disclosure, public participation, consensus building, and sustainable decision-making. A central feature of his work was the understanding that environmental assessment should not be regarded merely as a technical form of analysis, but as a social process through which stakeholders exchange information and participate in planning and decision-making.

Under his supervision, I learned that scientific and technical validity alone was not sufficient when examining environmental problems. Better policies and plans also required access to accurate information, meaningful opportunities for participation, and fair processes through which different perspectives could be discussed and reconciled.

Participating in this project led me to consider what should come after public participation. The simple involvement of residents in decision-making does not automatically resolve conflict. What matters more is how participants share information, understand one another’s positions, and work toward conclusions they can regard as reasonable and legitimate.

This experience broadened my research interests from the Environmental Impact Assessment System and Public Participation to Consensus Building. It also influenced my later research on Social Acceptance, particularly my understanding that transparency, procedural fairness, and community trust are as important as the final outcome of a decision.


공동연구 프로젝트

사회적 합의형성을 위한 회의방법론 연구

본 연구는 일본 가고시마현의 야쿠시마(Yakushima)를 대상으로 수행되었다.

야쿠시마는 유네스코 세계자연유산으로 지정된 섬으로, 뛰어난 자연환경을 보전하는 동시에 지역경제의 지속적인 발전을 도모해야 하는 과제를 안고 있었다.

이처럼 환경보전과 경제발전이라는 서로 다른 가치가 충돌할 수 있는 지역에서는 단순한 기술적 해결책만으로 문제를 풀기 어렵다. 다양한 이해관계자들이 정보를 공유하고, 서로의 입장을 이해하며, 지역의 미래를 함께 논의하는 합의형성 과정이 무엇보다 중요하였다.

프로젝트에서는 야쿠시마의 실제 지역계획과 자원순환 문제를 바탕으로 사회적 실험(Social Experiment)을 실시하였다. 이를 통해 다양한 이해관계자가 참여하는 회의 과정을 설계하고, 회의 방식과 정보공유, 토론 절차가 사회적 합의형성에 어떠한 영향을 미치는지를 분석하고자 하였다.

나는 박사과정 학생으로 연구 초기 단계에 참여하여 현지조사를 비롯한 기초적인 연구활동에 관여하였다. 다만 이 연구가 나의 박사학위 논문 주제와 직접적으로 연결된 과제는 아니었기 때문에, 이후 진행된 회의 실험의 운영과 세부적인 사례 분석에는 주도적으로 참여하지 않았다.

그럼에도 이 연구는 내가 박사학위를 취득한 이후에도 계속되었으며, 동경공업대학교에서 특별연구원으로 재직하던 시기와 영국 맨체스터대학교에서 박사후연구를 수행하던 시기까지 연구팀과의 학술적 교류와 협력은 이어졌다.

Collaborative Research Project

Research on Meeting Methodologies for Social Consensus Building

This study was conducted on Yakushima Island in Kagoshima Prefecture, Japan.

Yakushima is designated as a UNESCO World Natural Heritage Site. The island faced the challenge of preserving its exceptional natural environment while also pursuing the sustainable development of the local economy.

In a region where environmental conservation and economic development may come into conflict, technical solutions alone are rarely sufficient. It is equally important to create a process through which stakeholders can share information, understand one another’s perspectives, and discuss the future of the region together.

The project conducted a social experiment based on actual regional planning and resource-circulation issues in Yakushima. It sought to design a meeting process involving diverse stakeholders and to examine how meeting formats, information sharing, and deliberative procedures could influence the formation of social consensus.

I participated in the early stages of the project as a doctoral student and was involved in foundational research activities, including fieldwork. However, because the project was not directly related to the subject of my doctoral dissertation, I did not take a leading role in the subsequent operation of the meeting experiments or in the detailed analysis of the case.

The project continued after I completed my doctoral degree. Academic exchange and collaboration with the research team also continued while I was working as a research fellow at the Tokyo Institute of Technology and later conducting postdoctoral research at the University of Manchester.


연구의 핵심 내용

이 연구는 사회적 합의 형성을 위해 “회의를 어떻게 설계하고 운영하는가“가 매우 중요하다는 점을 보여주었다.

연구에서 제시한 주요 원칙은 다음과 같다.

① 조기 참여 (Early Participation)

이해관계자는 계획이 거의 결정된 이후가 아니라, 계획의 초기 단계부터 참여해야 한다.

② 정보의 공유 (Information Sharing)

모든 참여자가 충분하고 동일한 정보를 공유할 때 보다 합리적인 논의가 가능하다.

③ 중립적 진행 (Neutral Facilitation)

회의는 특정 집단이 주도하기보다, 중립적인 진행자(Facilitator)가 운영해야 한다.

④ 다양한 대안의 비교 (Evaluation of Alternatives)

환경적·사회적·경제적 영향을 함께 고려하여 다양한 대안을 객관적으로 비교해야 한다.

⑤ 절차적 공정성 (Procedural Fairness)

모든 참여자가 같은 의견에 도달할 수는 없지만, 의사결정 과정이 공정하다고 느낄 때 사회적 신뢰와 수용성은 높아질 수 있다.

Core Principles of the Research

This study showed that, in the process of consensus building, “how meetings are designed and conducted” is critically important.

The principal ideas identified in the research were as follows.

1. Early Participation

Stakeholders should be involved from the early stages of planning, rather than only after most major decisions have already been made.

2. Information Sharing

More rational and constructive discussion becomes possible when all participants have access to sufficient and comparable information.

3. Neutral Facilitation

Meetings should not be controlled by any particular interest group. They should be guided by a neutral facilitator who can support balanced and constructive dialogue.

4. Evaluation of Alternatives

Different alternatives should be compared objectively by considering their environmental, social, and economic impacts together.

5. Procedural Fairness

Not all participants will necessarily reach the same conclusion. However, social trust and acceptance can increase when the decision-making process is perceived as fair.


연구 성과

이 연구는 사회적 합의형성이 단순한 다수결이나 타협이 아니라, 정보공유와 상호이해를 바탕으로 참여자들이 신뢰하고 수용할 수 있는 의사결정 과정을 설계하는 것임을 보여주었다. 또한 회의의 운영 방식과 의사소통 과정은 최종적인 결과만큼 중요하며, 환경계획과 지역개발에서는 절차적 공정성(Procedural Fairness)이 사회적 신뢰를 형성하는 핵심 요소임을 확인하였다.

이 연구에서 제안한 회의방법론은 이후 환경계획과 지역개발 분야에서 시민참여와 사회적 합의형성 절차를 설계하는 데 중요한 이론적·실천적 시사점을 제공하였다.

Research Outcomes

This study demonstrated that consensus building is not simply a matter of majority voting or compromise, but of designing decision-making processes that participants can trust and accept through information sharing and mutual understanding. The research also showed that the way meetings are designed and facilitated is just as important as the outcomes they produce. In environmental planning and regional development, procedural fairness was identified as a key factor in building social trust among stakeholders.

The meeting methodology proposed in this project has since provided important theoretical and practical implications for designing public participation and consensus-building processes in the fields of environmental planning and regional development.

Reflection

지금 돌아보면 이 연구는 내 연구를 확장해 나가는 과정에서 중요한 전환점이 되었다. 환경영향평가와 주민참여를 연구할 때까지 나의 관심은 주로 제도와 절차에 머물러 있었다. 그러나 야쿠시마 프로젝트에 참여하면서 나는 서로 다른 생각과 이해관계를 가진 사람들이 대화를 통해 공동의 미래를 만들어 가는 과정을 직접 경험할 수 있었다. 그 과정에서 환경문제를 해결하는 핵심은 기술이나 제도만이 아니라, 사람들 사이의 신뢰와 소통, 그리고 공정한 의사결정 과정이라는 사실을 더욱 깊이 이해하게 되었다.

이 경험은 이후 주민수용성(Social Acceptance) 연구로 자연스럽게 이어졌으며, 오늘날까지도 내 연구의 중요한 토대가 되고 있다.

Looking back, this project became an important turning point in the expansion of my research. Until then, my research had focused primarily on institutions and decision-making procedures within environmental policy.

However, through the Yakushima Project, I had the opportunity to witness how people with different perspectives and interests could work together through dialogue to create a shared future.

This experience deepened my understanding that the key to addressing environmental issues lies not only in technology or institutional systems, but also in trust and communication among people, together with fair and transparent decision-making processes.

The experience naturally led to my later research on Social Acceptance, and it continues to serve as an important foundation for my research today.
